Por FactBox Admin

The Regional Government of Extremadura (Junta de Extremadura) has opened the suggestions phase and the public hearing and information period for the draft Decree to promote the contracting of combined agricultural insurance and the call for the 2027 annual period, with a deadline of only seven business days to submit allegations. This is done through the Resolution of October 13, 2026, of the General Secretariat of the Department of Agriculture, Livestock, and Natural Environment, published in the Official Gazette of Extremadura (DOE) number 201, of October 19, 2026, in section IV of announcements (official reference 2026062600).
The text is being processed via an urgent procedure. An Agreement of the General Secretariat dated October 7, 2026, so declared under article 39.4.b) of Law 4/2022, of July 27, on administrative rationalization and simplification of Extremadura, together with articles 7 and 40 of Law 4/2013, of May 21, and article 66.3 of Law 1/2002, of February 28, of the Government and Administration of the Autonomous Community of Extremadura. The resolution is signed by the general secretary, José María Guerrero Pérez, in Mérida.
The framework for the new regulation is Decree 165/2025, of December 2, to promote the contracting of combined agricultural insurance and the call for the 2026 annual period, which was modified by Decree 166/2026, of September 22 (DOE number 187, of September 28, 2026, reference 2026040210). Law 6/2015, of March 24, Agricultural Law of Extremadura already states in its article 16.1 that agricultural insurance contributes decisively to maintaining farm income and is a valuable instrument for the knowledge and organization of primary productions.

The 2026 precedent: 45% subsidy
The 2027 call comes after a fiscal year marked by an increase in the regional subsidy. Decree 165/2025 set 40% of the state subsidy amount for all lines, increased to 60% in Module 3 of line 317 of the cherry farm insurance.
Law 2/2026, of August 3, on the General Budgets of the Autonomous Community of Extremadura for 2026, increased those percentages with retroactive effect from January 1, 2026:
- 45% of the amount of the state subsidy granted, for all agricultural insurance lines.
- 75% of the net basic commercial premium, minus the state subsidy, in the policies of Module 3 of line 317 of the cherry farm insurance.
Decree 166/2026 articulated this improvement for policies formalized between January 1 and August 4, 2026, with additional obligations for AGROSEGURO, SA: to pay the amounts by bank transfer before November 1, 2026, and to certify the payments before November 15, 2026.
The express calendar for allegations limits the sector’s ability to influence the text that will regulate agricultural insurance aid throughout 2027. The regulation affects the entire Extremaduran agricultural sector, which depends on these subsidies to reduce the cost of policies against droughts, frosts, and other phenomena linked to climate change, and arrives with the immediate precedent of a call modified via urgent procedure just one month prior.
