Por FactBox Admin

The Belgian Official Gazette (Moniteur belge) of November 3, 2026, publishes on page 58854 the public inquiry notice under reference C − 2026/007936 regarding the expropriation project necessary for the redevelopment of the N21 Provinciesteenweg in Boortmeerbeek, in the province of Flemish Brabant. The public inquiry takes place from November 16, 2026, to December 16, 2026, inclusive. Any interested party may consult the file and submit observations or objections until this deadline.
An order issued on May 19, 2026
The procedure originates from a decision dated May 19, 2026: the Flemish Minister in charge of Mobility and Public Works adopted, in accordance with Article 10 of the Flemish decree on expropriation, a provisional expropriation order (voorlopig onteigeningsbesluit) to secure the land required for the redevelopment of the N21 in Boortmeerbeek.
This order is accompanied by two decisive documents: the expropriation plan, which delimits the affected parcels, and the project note (projectnota), which outlines the content and justification of the works.
- Competent authority: the Flemish Minister of Mobility and Public Works
- Legal basis of the inquiry: Article 17 of the Flemish Decree on Expropriation of February 24, 2017
- Object: the land required for the redevelopment of the N21 Provinciesteenweg
- Affected municipality: Boortmeerbeek (3190), Flemish Brabant
Consultation of the file and deadlines
The file is made available to the public throughout the duration of the inquiry. The published notice specifies two means of access, on-site and online:
- Consultation of paper documents at the town hall of Boortmeerbeek, Pastorijstraat 2, 3190 Boortmeerbeek
- Digital consultation via wegenenverkeer.be/nieuws, filtering by “bekendmaking” and Vlaams-Brabant
- Digital consultation via the municipal website, boortmeerbeek.be/mobiliteit-wegenwerken/openbare-onderzoeken-wegen
The notice is written and published in Dutch, the language of the Flemish procedure, in the Belgisch Staatsblad edition of November 3, 2026.
Submitting observations or objections
Observations, remarks, and objections must be submitted in writing and reach their destination no later than December 16, 2026. Two recipients are designated:
- The Agentschap Wegen en Verkeer, WVB – Team Patrimonium, Koning Albert II-laan 15, bus 420, 1210 Brussels, by registered mail
- The municipality of Boortmeerbeek, Pastorijstraat 2, 3190 Boortmeerbeek
Registered mail is the form expressly mentioned in the notice for the regional channel, which implies taking postal delays into account to meet the deadline.
A step before the judicial phase
For owners and residents, the public inquiry is the time when the route and the extent of the easements can still be effectively contested, before the expropriation becomes final and, if applicable, the judicial phase for compensation before the justice of the peace begins. Occupants as well as holders of real rights are therefore advised to check without delay whether their property appears on the expropriation plan annexed to the decree of May 19, 2026, available from November 16, 2026, at the town hall or online, and to submit their written observations before December 16, 2026.
