Compulsory purchase of land for three solar plants in Santorcaz and Anchuelo

The Government Delegation in Madrid has called for the drawing up of records prior to the occupation of the land necessary for three photovoltaic plants in the municipal boundaries of Santorcaz and Anchuelo. The announcement is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 225, dated September 21, 2026, with the official reference BOCM-20260921-46, and affects files PFOT-180, PFOT-181, and PFOT-185. The appearances of the owners will be held in both town halls between October 26 and 30, 2026.

The procedure is processed via the urgency route of Article 52 of the Compulsory Expropriation Law of December 16, 1954, after the three beneficiary companies submitted their request for initiation to the Government Delegation on August 7, 2026. The declaration of public utility of the facilities, granted by the General Directorate of Energy Policy and Mines, implies the need for the occupation of the assets and their urgent occupation, in accordance with Article 56 of Law 24/2013, on the Electricity Sector, and Article 140 et seq. of Royal Decree 1955/2000.

The three facilities total 273.92 MW of installed capacity and share evacuation infrastructures in the two municipalities. The announcement is signed by the Government Delegate in Madrid, Francisco Martín Aguirre, in Madrid on August 31, 2026.

The three projects and their promoters

• Collarada Solar, 50.24 MW, promoted by Collarada Solar, S. L. U.: prior administrative, construction, and public utility authorization by resolution of December 21, 2023, and modifications declared of public utility by resolution of May 20, 2025.
• Popa Solar, 61.12 MW, promoted by Popa Solar, S. L. U.: authorization and public utility by resolution of December 21, 2023, and modifications by resolution of May 20, 2025.
• Maladeta Solar, 162.56 MW, promoted by Maladeta Solar, S. L. U.: authorization and public utility by resolution of December 20, 2023, and modifications by resolution of May 20, 2025.

The attached list of affected assets and rights is organized by municipality and by installation (photovoltaic parks and medium-voltage underground lines) and includes plots from polygons 8 to 12 of Anchuelo and polygons 11 to 18 of Santorcaz, with cadastral references for polygons 28012B and 28136A. Among the holders are private owners, heirs, companies such as Monteantonio, S. L., and the Anchuelo Town Hall and Santorcaz Town Hall themselves.

Dates, locations, and procedures for those affected

• Anchuelo: October 26, 27, 28, and 29, 2026, at the municipal offices at Plaza Mayor, 1, 28818 Anchuelo (Madrid).
• Santorcaz: October 29 and 30, 2026, at the municipal offices at Plaza de la Constitución, 4, 28818 Santorcaz (Madrid).
• Each affected party has an assigned date and time in the attached list, and the act may be moved to the land itself if necessary.

Interested parties must attend personally or be represented in writing, providing the National Identity Document (DNI) of the owner and the representative, and updated documents proving ownership—preferably a nota simple from the Property Registry, in addition to a public deed or cadastral certification, the most recent Property Tax (IBI) receipt, purchase or lease agreements, and other titles. In the case of community property, both spouses must appear; in the case of undivided interests (proindiviso), all co-owners; and tenants, sharecroppers, or mortgage creditors must be informed. Non-appearance will be understood as being represented by the Public Prosecutor’s Office.

Allegations and Mutual Agreement

Until the moment the preliminary record is drawn up, owners may submit in writing as many statements as they deem appropriate to correct possible errors in the list of assets, in accordance with Article 56.2 of the Forced Expropriation Regulations. Allegations are submitted through the Common Electronic Registry (body: Government Delegation in Madrid, Functional Area of Industry and Energy, DIR3 code EA0040718) or by the means provided for in Law 39/2015.

During the act itself, acquisition by mutual agreement may be proposed, with a record including the valuation of the assets and compensation for rapid occupation, affection premium, actual damages, and loss of profits. If an agreement is not reached, the appraisal sheet for preliminary deposits and compensation will be delivered, which will be paid or deposited in the General Deposit Fund (Caja General de Depósitos) as an advance on the final fair price.

The announcement will be notified to the two city councils and the three beneficiary companies and will be published in the Official State Gazette, in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID, on the municipal notice boards, and in at least one local newspaper and two newspapers in the capital, which serves as notification to unknown interested parties or those with an unknown address. For the residents of Santorcaz and Anchuelo, the calendar concentrates the decisive moment to defend the ownership and value of their properties into barely five days in October.
