Compulsory purchase of 14 estates in Brihuega for the BRI706 power line

The Regional Ministry of Sustainable Development of the Regional Government of Castilla-La Mancha has called for the drawing up of records prior to the occupation of fourteen estates in the municipality of Brihuega affected by the renovation of the 15 kV medium-voltage overhead line of circuit BRI706. The appointment will take place on Wednesday, November 25, 2026, starting at 9:30 a.m., at the Brihuega Town Hall. The resolution is published in the Official Gazette of the Province of Guadalajara (BOP) No. 207, of October 29, 2026, under file 2021DIST010.

Public utility recognized in August

The procedure stems from the Resolution of the Provincial Delegation of Sustainable Development of Guadalajara of July 21, 2026, published in the DOCM No. 147, of August 4, 2026, and in the BOP of Guadalajara No. 150, of August 7, 2026, which specifically recognized the public utility of the electrical installation following public consultation.

This declaration, supported by Article 56 of Law 24/2013, of December 26, on the Electricity Sector, and Article 149 of Royal Decree 1955/2000, of December 1, implies the necessity of occupying the assets and acquiring the affected rights. Furthermore, it implies urgent occupation for the purposes of Article 52 of the Compulsory Expropriation Law, of December 16, 1954, which allows for the drawing up of prior records without waiting for the ordinary procedure.

The status of beneficiary entity for the file is held by UFD Distribución Electricidad S.A., the company requesting the installation. The resolution was signed in Guadalajara on October 23, 2026, by the provincial delegate, Rubén García Ortega.

Fourteen staggered appointments from 9:30 to 12:45

The annex of the resolution details the individualized list of those summoned, all with estates in polygon 501. The calls are staggered every fifteen minutes:

Required documentation and notification

Interested parties must appear in person or be represented by duly authorized persons. Natural persons shall provide their national identity document; legal entities, the deed of incorporation and the power of attorney. In all cases, documents proving ownership of the plots and an account number for the payment of compensation shall be submitted if an agreement is reached regarding its determination.

Attendees may be accompanied, at their own expense, by an expert and/or notary, and in any case by the tenant, if applicable. The order of the survey will be posted on the notice board of the Brihuega City Council and will be communicated to each interested party via an individual notification notice.

Publication in the bulletin also serves as notification in accordance with Article 44 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, for cases of unknown ownership, unknown address, or notification not carried out.

Impact for owners

The call opens the expropriation process for a distribution network reform action affecting fourteen rural plots in the district of Brihuega, including one under municipal ownership. Owners and rights holders who do not attend or fail to prove their ownership risk the continuation of the procedure without an agreement, with the subsequent administrative determination of the fair price. The appointment is, therefore, the first formal opportunity to negotiate compensation or present allegations regarding the list of assets and rights.
