Expropiación de 36.691 metros para el enlace de Vicolozano con la N-110

The Territorial Mobility and Digital Transformation Service of Ávila has called for November 19, 2026, the drawing up of the records prior to the occupation of the assets and rights necessary to execute the link with the N-110 highway from the UA 3 industrial area of the PP 19 Vicolozano II sector. The call is published in the Official Gazette of Castilla y León (Boletín Oficial de Castilla y León) no. 205, of October 22, 2026, pages 153 to 156, with the official reference BOCYL-D-22102026-205-33. The procedure affects 15 properties and a total of 36,691 square meters, all located within the municipal boundaries of Ávila and Berrocalejo de Aragona.

The origin of the action is Decree 5/2024, of March 14, which approved the Regional Plan of territorial scope for the development of the UA 3 of the PP 19 Vicolozano II sector, published in the B.O.C. y L. no. 55 of March 18, 2024. That approval entailed, pursuant to article 22 of Law 10/1998, of December 5, on Territorial Planning of Castilla y León, the declaration of public utility and social interest and the need for urgent occupation of the assets required for its execution.

Subsequently, Law 4/2024, of May 9, on tax, financial, and administrative measures, published in the BOCYL of May 14, 2024, modified article 22.3 of Law 10/1998 and opened the possibility of limiting reserves for equipment and parking spaces in regional plans and projects without residential use. On that basis, Order MAV/413/2026, of May 7, published in the B.O.C. y L. no. 89 of May 13, 2026, definitively approved the modification of the Regional Plan, processed starting from the Resolution of the General Directorate of Housing, Architecture, Territorial Planning and Urbanism of January 22, 2026.

Fifteen properties and 36,691 square meters

The Regional Plan already included the new link and access to the industrial area from the N-110 among the actions linked to its development, but referred its specification to a specific technical project. That project was drafted and approved later, with an annex of affected lands, and the modification of the instrument incorporated the measurement of surfaces and the identification of owners that are now being published.

The distribution of the surface area is as follows:

  • Berrocalejo de Aragona: 9 properties, with 3,807 square meters of expropriation.
  • Ávila: 6 properties, with 32,884 square meters of expropriation.
  • In all cases, the impact is the expropriation of ownership, without temporary occupation or aqueduct easements.

Among the related owners are Emilio Navas Arroyo, Mandilia Borreguero Zahonero, Heirs of Antonio Gonzalo Navas, Vicente Borreguero Burguillo, José Luis Borreguero Palomo, José Alberto Romero Gómez, Olegario García Hernández, Luis Hernández Moñivas, Victoria Méndez Velázquez, Luis Martín Borreguero, the Marquesa de Muñoz Foundation, and the Ávila City Council. The largest properties are number 11, with 13,782 square meters, and number 12, with 9,085 square meters.

Two calls on the same day

The drawing up of the minutes will take place on a single day, with two locations and staggered schedules:

  • Berrocalejo de Aragona City Council, from 10:30 to 11:45 hours, for properties 1 to 5, 7, 8, 9, and 10.
  • Ávila City Council, at 13:00 hours, for properties 6, 11, 12, 13, 14, and 15.

Affected parties must appear in person or through a proxy, with their National Identity Document and documentation proving ownership, and may be accompanied by their own experts and a notary at their own expense. This publication also serves as notification to unidentified interested parties, unknown owners, and those whose whereabouts are unknown.

Allegations and beneficiary

Until the time the minutes are drawn up, interested parties and those who hold any right or economic interest over the assets located in both municipalities may submit written allegations to the Territorial Service of Mobility and Digital Transformation of Ávila, at Plaza Fuente el Sol, no. 2, 05001 Ávila, including to correct errors in the published list. The procedure complies with articles 52.2 and 52.3 of the Compulsory Expropriation Law and article 56.2 of its Regulations.

The status of beneficiary corresponds to the Public Infrastructure and Environment Company of Castilla y León S.A. (SOMACYL), promoter of the Regional Plan, in accordance with its creation law, Law 12/2006, of October 26. Information regarding the files is available via telephone at 634 676 654 and 627 401 255, during business hours from 9 to 14 hours. The announcement was signed in Ávila on October 19, 2026, by the head of the Territorial Service, José Luis Valverde Bellido.

The call opens the decisive period for the owners: starting November 19, the preliminary minutes will be set, and with them, the start of the valuation and payment for the land. The calendar conditions the execution of the road access that must connect the Vicolozano II industrial area with the N-110, an infrastructure upon which the companies already installed in the sector and the marketing of the remaining plots depend.
