Army reschedules housing project in Oeiras funded by the RRF

The Office of the Minister of National Defense has published Ordinance No. 391/2026/2, dated September 3, 2026, which amends and reprograms Ordinance No. 551/2025/2, dated October 3, regarding the public works contract for PM 018/Oeiras — rehabilitation of housing at the Logistics Command Support Unit. The decree delegates the powers for subsequent acts to the Chief of Staff of the Army.
The measure is part of the Recovery and Resilience Plan (RRP), under investment RE C02-I02.02 — Urgent and temporary housing — Portuguese Army, and aims to adjust the scheduling of expenditure and its respective financing, while the overall amount of the contract remains unchanged.
Amount and financing
The contract was initially authorized by Ordinance No. 475/2025/2, dated August 25, and reprogrammed by Ordinance No. 551/2025/2, dated October 3, with an increase in value funded by Military Infrastructure Law funds. The new ordinance ensures full financing of the work solely through RRP funds, with the following schedule:
- In 2025: 0.00 EUR (zero euros);
- In 2026: 5,299,422.34 EUR (five million, two hundred and ninety-nine thousand, four hundred and twenty-two euros and thirty-four cents).
Value Added Tax (VAT) at the legal rate in force is added to the maximum global amount of 5,299,422.34 EUR.
