Background and processing
The lists of positions have been regulated since 1997: Decree 226/1997, of October 14, and subsequent modifications, such as Decree 105/2007 (June 26) and Decree 79/2019 (May 21). Decree 61/2022, of May 17, adapted Law 7/2021 (November 11), which regulates the bodies and scales. The current modifications comply with articles 45 and 46 of Law 11/2022, of December 1, on Public Employment.
The decree was approved upon the proposal of the Commissioner for Governance, Digital Administration and Self-Government, at the Government Council meeting on October 6, 2026. The signatories are President Imanol Pradales Gil and Commissioner María Ubarrechena Cid.
Effect and appeals
The regulation concludes the administrative process and opens two avenues for appeal:
- Appeal for reconsideration: Before the Government Council, within a period of one month, counting from the day following its publication.
- Contentious-administrative appeal: Before the Administrative Chamber of the High Court of Justice of the Basque Autonomous Community, within a period of two months.
The list of positions is a tool for organizing the internal structure of the administration, and this change specifies the requirements for entry into all bodies and scales. Consequently, it will have an impact on future employment calls and the career paths of civil servants, and the extensive list of qualifications included in Annex II applies to the entire university system.
