Euro 7: trucks and buses get 1.2 gaseous durability multiplier

The European Commission has set a durability multiplier of 1.2 for gaseous pollutants of heavy-duty vehicles in categories M3, N2 and N3 under the Euro 7 rules, through Commission Delegated Regulation (EU) 2026/1216 published in the Official Journal of the European Union (L series) on 13 August 2026. The act, signed in Brussels on 9 June 2026, amends Table 2 of Annex IV to Regulation (EU) 2024/1257 and will enter into force on the twentieth day after its publication.
A gap filled ahead of application
Regulation (EU) 2024/1257 — the Euro 7 type-approval regulation adopted by the European Parliament and the Council on 24 April 2024 — obliges vehicles to respect emission limits not only over their main lifetime but also during the additional lifetime period, which extends 25 % beyond the main lifetime. Durability multipliers in Table 2 of Annex IV adjust the exhaust emission limits applied when testing vehicles, engines and replacement pollution control devices during that additional lifetime, accounting for the deterioration of emission reduction systems beyond the main lifetime period.
The delegated act fills a gap in that table: values for heavy-duty vehicles of categories M3, N2 and N3 had not yet been set, leaving manufacturers without the legal clarity they need before the regulation starts to apply.
A multiplier grounded in Euro VI evidence
The Commission prepared the measure on the basis of the assessment report on the durability performance of heavy-duty vehicles submitted to the European Parliament and the Council in accordance with Article 18(3) of Regulation (EU) 2024/1257. That assessment showed a typical durability multiplier value of 1.2 for diesel engines meeting emission standard Euro VI steps D and E, covering both lighter and heavier heavy-duty segments. Since those Euro VI engines are, from a technological standpoint, the most comparable to Euro 7 engines, the Commission set the same value for Euro 7 heavy-duty vehicles, aligning it with the requirements already applicable to vehicles of categories M1, N1 and M2.
The technical basis is the LOT2 report on the durability of Euro 7 heavy-duty vehicle emissions prepared by Plakolmer, Hausberger and Weller for the Commission’s Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs (Publications Office of the European Union, 2025).
What the new table provides
The annex replaces Table 2 of Annex IV, which now reads as follows for the additional lifetime period:
- M1, N1 and M2 vehicles: multiplier of 1.2 for gaseous pollutants.
- N2 and N3 vehicles up to a maximum mass of 16 t, and M3 vehicles up to 7.5 t: multiplier of 1.2 for gaseous pollutants.
- N3 vehicles above 16 t and M3 vehicles above 7.5 t: multiplier of 1.2 for gaseous pollutants.
Legal basis and entry into force
The act is based on Article 15(1), point (f), of Regulation (EU) 2024/1257 and is adopted as a text with EEA relevance. It is binding in its entirety and directly applicable in all Member States, and was signed by Ursula von der Leyen, President of the European Commission.
Commission Delegated Regulation (EU) 2026/1216 was signed on 9 June 2026 and published on 13 August 2026 in the L series of the Official Journal of the European Union; it enters into force on the twentieth day following publication.
The measure gives truck and bus manufacturers the certainty they need to complete type-approval planning ahead of the application of the Euro 7 rules, fixing the deterioration factors that will govern exhaust emission compliance over the extended lifetime of heavy-duty vehicles. By anchoring the values to the demonstrated performance of Euro VI diesel technology, it keeps the emission limits technically achievable while preserving the environmental ambition of the additional lifetime requirements.
