Esponellà presents three tax ordinances and the public price for electric charging
Por FactBox Admin

The Plenary of the Esponellà City Council provisionally approved, in an ordinary session on October 21, 2026, the modification of three tax ordinances for the 2027 fiscal year and the creation of a new public price ordinance for the recharging of electric vehicles at municipal stations. The agreement was published in the Official Gazette of the Province of Girona no. 207, dated October 27, 2026, edict 9190, and opens a thirty-day period for public information.
The announcement, reference CVE BOP-2026_0_207_9190 (p. 1-1), is the mandatory procedure established by article 17.2 of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The edict is electronically signed by the mayor, David Juan Garganta, on October 22, 2026; the same mayor signs another edict from the Plenary of October 21 in this same issue of the gazette, credit modification 09/2026 (edict 9192).
The package affects four files processed simultaneously, all identified by the file number in the header of the announcement:
- Modification of tax ordinance no. 3, regulating the tax on installations, constructions, and works, file X2026/438.
- Modification of tax ordinance no. 12, regarding the fee for the temporary transfer of participation shares in municipal photovoltaic installations, file X2026/443.
- Modification of tax ordinance no. 6, regulating the fee based on the pay-as-you-throw system for the collection, transport, and management of municipal domestic waste service, file X2026/437.
- Establishment of tax ordinance no. 13, regulating the public price for the electric vehicle recharging service at municipally-owned stations, file X2026/397.
Three taxes revised for 2027
The three modifications affect revenues of very different natures: urban planning taxation through the tax on constructions, works, and installations; the profitability of municipal solar plants, which the City Council operates by transferring participation shares to third parties; and the waste circuit, with a fee already charged according to the actual volume of waste generated thanks to the pay-as-you-throw system.
The edict does not detail the tax rates or the resulting tariffs, which are contained in the files. Interested parties may consult them at the municipal offices during the exhibition period.
A new fee for charging the car
The most innovative part is ordinance no. 13, which does not modify any existing regulation but creates the public price for using municipally-owned charging points. The text defines the taxable event as the provision of the recharging service for electric and plug-in hybrid vehicles, and subjects the collection to the tariff approved by the ordinance.
With this move, the city council closes the fiscal circle of local energy assets: it already charged for granting shares of photovoltaic installations and now incorporates its own income for the use of the charging infrastructure.
Thirty days to submit objections
The public information period is thirty days and is calculated from the day after the insertion of the announcement in the BOP, meaning the count begins on October 28, 2026. During this period, any interested party may examine the files and formulate the claims they deem appropriate.
If no claim is submitted, the agreements will be considered definitively approved without the need for any other express agreement from the Plenary, as stated in the announcement itself. This clause converts administrative silence into automatic approval and shifts the entire weight of the public debate to the coming weeks.
The impact is direct for three groups: developers of works and renovations, who will pay the construction tax according to the new ordinance; citizens who deposit waste using the pay-as-you-throw system; and users of municipal charging points, who for the first time will find a rate approved by ordinance for charging their vehicle. For the residents of Esponellà, the calendar is clear: the countdown begins on October 28 and, if no one submits objections, the new fiscal rules will enter into force for 2027 without passing through the Plenary again.
