Espejo approves 20,000 euros in grants for entrepreneurs and local businesses

The Espejo City Council has approved the regulatory bases for municipal grants for the creation of companies and the modernization and improvement of the competitiveness of local businesses, endowed with 20,000 euros. The call for applications was approved by Mayoral Resolution No. 2026/00001239, dated September 17, 2026, signed by the mayor-president Florentino Santos Santos. The grants will be awarded on a competitive basis and will be financed from the 2026 municipal Budget, budgetary application 49700 4390 “GRANTS FOR ENTREPRENEURSHIP AND BUSINESSES.” The initial credit is 20,000 euros, divided equally between the two lines: 10,000 euros for each. The amount not used in one line may automatically increase that of the other if the volume of applications requires it, and uncommitted credit may be allocated to other budgetary expenses.

The call is supported by article 9.1.21 of Law 5/2010, of June 11, on Local Autonomy of Andalusia, and is governed by the General Subsidies Law 38/2003, of November 17, its implementing Regulation (Royal Decree 887/2006, of July 21) and Law 39/2015, of October 1, on Common Administrative Procedure. Those who were beneficiaries in the 2025 call are excluded from this edition.

Two lines of up to 1,000 euros per beneficiary

Line 1, for incentives for local business creation, subsidizes with a maximum of 1,000 euros each new company or self-employed registration established between January 1, 2025, and August 30, 2026. It covers costs for consultancy, notary and registry, franchise entry fees, initial affiliation to purchasing centers, start-up of utilities, rehabilitation and adaptation of properties, technical fees, machinery, installations, furniture, computer equipment, and software. Consumables, fees and taxes, penalties, and legal expenses are excluded.

Line 2, for modernization and improvement of competitiveness, also grants up to 1,000 euros per project, with investments realizable between January 1, 2025, and December 15, 2026. It finances exterior and interior renovations of premises, commercial furniture and equipment, furnishings, machinery, security installations, lighting and energy efficiency, as well as computers, peripherals, computer programs, and domain registrations. Utilities, complementary services, personnel costs, and self-employed quotas are not subsidized, and the cost of the investment cannot be lower than the grant awarded.

Both lines are incompatible with each other and allow for only one grant per company or entrepreneur, although they are compatible with other aid from any entity within legal limits.

Requirements, deadline, and electronic processing

Eligible beneficiaries may include natural persons, legal entities, communities of assets, civil societies, and other economic entities without legal personality with a tax domicile and activity in Espejo, who are up to date with their obligations to the AEAT, the regional treasury, the local treasury, and the General Social Security Treasury. Beneficiaries must maintain their business registration for at least three months starting from the month following the notification of the award; otherwise, they shall reimburse 100% of the aid.

The deadline for submitting applications is ten business days from the publication of the call in the BOP. Processing is exclusively electronic, through the municipal Electronic Office (www.espejo.es), using the ANNEX I forms for each line; any defects must be corrected within ten days.

Resolution, payment, and justification

The Mayor’s Office shall resolve the procedure within a maximum period of three months from the day following the submission of applications. Once this period has elapsed without an express resolution, applications shall be considered rejected, as well as those not resolved during 2026. Payment is made at 100% following the notification of the award.

The justification period is six months for Line 1 and three months from the end of the execution period for Line 2, always by electronic means. Beneficiaries must display the accrediting sign of their status in a visible place within the establishment or on their website for six months.

The call mobilizes 20,000 euros from the 2026 municipal budget to support the business fabric and self-employment in Espejo. Interested parties have ten business days from this publication to submit their application electronically.
