Espartinas abre la convocatoria de subvenciones para asociaciones y hermandades

The Espartinas City Council has approved the regulatory bases and the call for grants destined for associations and brotherhoods of the municipality for the 2026 fiscal year, with a budget of 20,000 euros. The decision was adopted through Mayoral Decree No. 1384/2026, dated October 7, 2026, signed by the Mayor-President Cristina Los Arcos Llaneza, and the full text is published in the Official Gazette of the Province of Seville No. 200, dated October 15, 2026, with reference BOP-SE-2026-200004. The call is processed under a competitive bidding regime and is aimed at the local associative and cultural fabric.

The extract of the call, with number 222667 and identification BDNS 934541, was previously published in the Official Gazette of the Province of Seville No. 199, dated October 14, 2026 (BOP-SE-2026-199011), and its full text can be consulted in the National Grants Database. The bases are governed by Law 38/2003, of November 17, General Law on Subsidies, its implementing regulation, the Grant Award Ordinance of the Espartinas City Council (published in the BOP on January 11, 2024), and the 2026 Strategic Grant Plan.

Amount and Beneficiary Entities

The total planned allocation amounts to 20,000 euros, charged to budget application 9200-4800005 “General Administration. Grant for Associations and Brotherhoods of the Municipality.” The maximum amount per beneficiary entity is 2,000 euros, and funding may reach 100% of the cost of the activity.

The following may apply for aid:

  • Non-profit associations of a cultural, sporting, educational, youth, or social nature.
  • Brotherhoods of the municipality.
  • Legally constituted entities, with a tax domicile and scope of action in Espartinas.
  • Entities registered in the Municipal Registry of Associations of the City Council and in the corresponding state or regional registries.

The grant is compatible with other aid for the same purpose, provided that the total cost of the activity is not exceeded.

Deadline, Submission, and Resolution

The deadline for submitting applications is twenty business days starting from the day following the publication of the extract in the Official Gazette of the Province of Seville, which took place on October 14, 2026. Applications must be submitted electronically via the municipal electronic office, using the Annex I model and signed with a qualified electronic certificate of the legal representative.

The Espartinas City Council has a maximum period of one month, from the conclusion of the submission deadline, to issue a resolution; the granting resolution concludes the administrative process. The managing body is the Grants Delegation and the assessment is the responsibility of the Technical Assessment and Monitoring Commission, composed of three members of the technical staff.

Scoring Scale and Assessment Criteria

Projects are evaluated on a maximum of 100 points and require at least 40 to be selected:

  • Number of associated members: up to 40 points.
  • Seniority in the Municipal Registry of Associations: one point per year, with a maximum of 10.
  • Proposal of activities or programs: up to 40 points, with 10 points for each initiative regarding culture and leisure, employment promotion, health and environment, or equality and social integration.
  • Promotion of unpaid volunteering: up to 10 points.

In the event of a tie, priority is given to the entity with the longest registration seniority and to those that were not beneficiaries in the previous call.

Execution, Payment, and Justification

The execution period for the subsidized activities runs from January 1 to September 30, 2026. Payment is made in a single advance payment of 100% following the notification of the grant, with no requirement for guarantees as the maximum amount is less than 3,000 euros.

The justification must be submitted before March 31, 2027, and shall include an activity report, an economic report with invoices and bank receipts, and dissemination documentation. Expenses such as catering, travel, cash prizes, current structural costs, or investments in durable goods are excluded.

The call reaches the associative fabric of Espartinas with the fiscal year already advanced and the execution period closing on September 30, therefore entities must certify activities already completed or in progress. The distribution of the 20,000 euros and the limit of 2,000 euros per entity condition the number of beneficiaries and reinforce the weight of the scoring scale, in which the size of the association and seniority account for half of the points.
