Esparragalejo aprueba definitivamente un presupuesto de 2026 de 877.500 euros

The City Council of Esparragalejo (Badajoz) has definitively approved its general budget for the 2026 fiscal year, amounting to 877,500.00 euros, after no claims or allegations were registered during the public exhibition period. The agreement is published in the Official Gazette of the Province of Badajoz number 212, dated November 5, 2026, via Announcement 4346/2026, signed by the mayor, Francisco José Pajuelo Sánchez.

From the September Plenary to final approval

The Plenary of the Corporation, in a session held on September 30, 2026, initially approved the general budget along with the execution bases, the personnel staffing table, and the integrated annexes. The complete file was submitted for public information for fifteen business days via an announcement published in the Official Gazette of the Province of Badajoz number 190, dated October 5, 2026 (Announcement 3855/2026), available to interested parties at the City Council’s Secretariat-Intervention.

As no claims were filed within that period, the accounts have been definitively approved without the need for an express agreement from the Plenary, in accordance with article 169.1 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries. The publication of the summary by chapters is carried out in application of article 112.3 of Law 7/1985, of April 2, regulating the Bases of the Local Regime.

The approval comes after a 2026 fiscal year managed with the extended municipal budget, for which the Council has processed several credit modification files: 14/2026, definitively approved and published on October 22, 2026 (Announcement 4182/2026), and 17/2026, whose initial approval was announced on October 27, 2026 (Announcement 4236/2026), both regarding the extended budget.

Current expenditure accounts for 91% of the budget

The expenditure status is divided entirely between current and capital operations, without recourse to debt: chapters 8 and 9 (financial assets and liabilities) are listed as zero.

  • Personnel expenses (chapter 1): 334,190.00 euros.
  • Current expenses for goods and services (chapter 2): 464,260.00 euros.
  • Financial expenses (chapter 3): 2,050.00 euros.
  • Current transfers (chapter 4): 52,800.00 euros.
  • Real investments (chapter 6): 24,200.00 euros.
  • Capital transfers (chapter 7): 0.00 euros.

In the income statement, the main source of funding is current transfers, with 526,291.01 euros, followed by direct taxes (288,500.00 euros), fees and other income (40,297.96 euros), property income (13,000.03 euros), indirect taxes (6,311.00 euros), and capital transfers (3,100.00 euros). The total balances in both statements at 877,500.00 euros.

A staff of five civil servants and two permanent contractual employees

The announcement also details the staff complement approved with the accounts, published in accordance with Article 127 of Royal Legislative Decree 781/1986, of April 18, and Article 90 of Law 7/1985:

  • Civil servant personnel: one position of Secretary-Treasurer (subgroup A1/A2, destination supplement 26), one Administrative position (C1, destination 22), one Administrative Assistant position (C2, destination 18, vacant), and two Local Police Officer positions (C1, destination 18).
  • Permanent contractual personnel: one vacant part-time position for Municipal Building Cleaner and one full-time position for Municipal Library Assistant.
  • Temporary contractual personnel funded by grants: 10 positions from the Municipal Economic Collaboration Program for Employment, 4 for Work-Life Balance, 1 for Nursery Schools, 3 from the Plan Diputación Contigo 2024, 8 from the Plan Avanzamos 2025, 3 from the Plan Avanzamos 2026, and 1 from the Local Employment Activation Plan 2026 (PAEL).
  • Public office with exclusive dedication: one position of Mayor-President.

Challenge and effects

The agreement may be challenged before the Contentious-Administrative Jurisdiction in accordance with Articles 170 and 171 of the consolidated text of the Law Regulating Local Treasuries. The announcement itself warns that the filing of an appeal will not by itself suspend the effectiveness of the agreement, so the accounts will take effect from their publication.

With these figures, Esparragalejo provides a legal framework for its municipal expenditure for the next financial year in a context of budget extension: 91% of the budget is allocated to current expenditure, with only 24,200 euros of real investment and a notable dependence on current transfers, which provide nearly 60% of the income. The approved staff complement further confirms the weight of subsidized employment programs in the municipality’s personnel structure.
