Escorihuela delegates the celebration of civil marriages to a council member

The Escorihuela City Council has approved Mayoral Resolution No. 84/2026, by which the competence to perform a civil marriage is delegated to a council member. The decision, adopted by the Mayor Ms. Milagros Agripina Giménez Marqués, is published in the Official Gazette of the Province of Teruel number 177, dated September 16, 2026, under reference No. 2026-2667.
The delegation is formalized following the approval of the file for the delegation of mayoral powers to a council member for the celebration of this civil marriage, and is published for general knowledge in compliance with Article 44 of the Regulations on the organization, operation, and legal regime of Local Entities, approved by Royal Decree 2568/1986, of November 28.

The delegation of mayoral powers to council members is a common practice in local administration, which allows for the streamlining of institutional acts such as the celebration of civil marriages. Available appeals
Against the resolution, which exhausts the administrative route, interested parties may alternatively file:
- Optional appeal for reversal (recurso de reposición) before the Mayor’s Office of the City Council, within one month from the day following the publication of the announcement, pursuant to Articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
- Contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Teruel, within two months from the day following the publication, in accordance with Article 46 of Law 29/1998, of July 13, of the Contentious-Administrative Jurisdiction.
If the appeal for reversal is chosen, the contentious-administrative appeal may not be filed until the former is expressly resolved or dismissed by administrative silence, without prejudice to any other appeal that the interested party deems appropriate.
Relevance for the municipality
The delegation of this competence represents a step in the normalization of institutional procedures for the small Teruel municipality, allowing the celebration of civil marriages to be handled by a designated council member, relieving the Mayor’s Office of a function that can be exercised with greater agility.
