Energía somete a consulta pública la norma de calidad de distribución eléctrica

The National Energy Commission submitted the draft amendment of the Technical Standard for Quality of Service for Distribution Systems for public consultation, via a notice published in the Official Gazette of the Republic of Chile on Tuesday, October 20, 2026, with the official reference CVE 2887016. The deadline for submitting observations is twenty calendar days from that publication, therefore expiring on November 9, 2026. The procedure is governed by Article 72º-19 of the General Law of Electrical Services.

The notice appears in Section IV of the issue, corresponding to “Tenders, Contests, Summons, and Loss of Documents,” under the heading of Notices from the Ministry of Energy, and occupies one page. There, the regulatory chain enabling the consultation is detailed, and it indicates where the text under consultation can be reviewed.

The National Energy Commission bases the consultation on three regulatory bodies:

  • Article 72º-19 of the General Law of Electrical Services, which charges the Commission with establishing, via exempt resolution, the technical standards regarding technical, safety, coordination, quality, information, and economic aspects of the operation of the electrical sector.
  • Articles 32º and 33º of the Regulation for the issuance of technical standards, approved by Supreme Decree No. 11 of 2017, from the Ministry of Energy.
  • Exempt Resolution CNE No. 5, dated January 9, 2026, which initiated the regulatory procedure for the amendment of the technical standard for quality of service for distribution systems.

This last administrative act is what defines the object of the process: the amendment of a technical standard already in force, and not the creation of a new regulatory body.

How to participate and where to review the text

During the twenty calendar day period, the draft amendment and the format for submitting observations will be available on the National Energy Commission website, www.cne.cl.

Access is provided via the path Regulatory Portal / Public Consultation. The notice does not establish a different channel for observations nor an alternative format to the one published on that portal.

An active regulatory cycle in the electrical sector

The consultation is added to two other actions that the National Energy Commission published in the Official Gazette in the preceding weeks:

  • The notice of August 28, 2026 (CVE 2861567) opened the public consultation for the draft Technical Standard on Cybersecurity and Information Security for 25 consecutive days, within the framework of exempt resolution CNE No. 383, dated September 29, 2021.
  • The notice of September 22, 2026 (CVE 2872017) extended that same period by 10 consecutive days, counted from the expiration of the original deadline.
  • The notice of September 29, 2026 (CVE 2877850) reported on exempt resolution CNE No. 453, dated August 25, 2026, which modifies exempt resolution CNE No. 779, dated December 15, 2025, which approved the Annual Regulatory Plan for 2026.

Together, the three notices show an active regulatory calendar: the drafting of new standards, the extension of consultation periods, and adjustments to the sector’s annual technical regulatory plan.

The modification of the quality of service standard for distribution systems is what most directly affects the daily operation of the concessionaires and the experience of electricity supply users, because that technical body is what establishes the quality standards used to evaluate the provision of service in distribution networks. Therefore, the observation period is the formal instance for concessionaires, guilds, and interested users to present technical objections before the Commission issues the exempt resolution that establishes the final text.
