Energía publishes the new natural gas last resort tariff
Por FactBox Admin

The General Directorate of Energy Policy and Mines has published the new natural gas tariff of last resort (TUR), which comes into effect at midnight on October 1, 2026. The resolution, signed on September 30, 2026, is published in the Official State Gazette (Boletín Oficial del Estado) no. 243, of October 1, 2026 (reference BOE-A-2026-20389), and sets the pre-tax prices that domestic consumers under regulated supply will pay.
The revision is based on Article 93 of Law 34/1998, of October 7, on the hydrocarbon sector, and Article 10 of Order ITC/1660/2009, of June 22, which establishes the calculation methodology and provides for quarterly updates of the variable term starting January 1, April, July, and October. Royal Decree-Law 25/2026, of September 29, limits the increase in the cost of raw materials applicable from October 1, 2026, to 35% relative to the cost in effect since July 1, 2026.
Prices are calculated using the access tolls for transport networks, local networks, and regasification for the 2027 gas year, set by the National Commission on Markets and Competition in its resolution of June 2, 2026, and the gas system charges for the 2026 gas year established in Order TED/1062/2025, of September 25, as no new order had been approved before the start of the 2027 gas year.
Regulated tariff prices
The pre-tax prices in effect from October 1, 2026, are as follows, with the fixed term in euros per customer per month and the variable term in cents per kilowatt hour:
- TUR.1 (up to 5,000 kWh/year): €3.83/customer/month and 5.252590 cent/kWh.
- TUR.2 (from 5,000 to 15,000 kWh/year): €8.17/customer/month and 5.042762 cent/kWh.
- TUR.3 (from 15,000 to 50,000 kWh/year): €19.32/customer/month and 4.698799 cent/kWh.
- TUR.4 (from 50,000 to 300,000 kWh/year): €54.82/customer/month and 5.013845 cent/kWh.
- TUR.5 (from 300,000 to 1,500,000 kWh/year): €299.66/customer/month and 5.007554 cent/kWh.
- TUR.6 (from 1,500,000 to 5,000,000 kWh/year): €1,347.14/customer/month and 4.181028 cent/kWh.
- TUR.7 to TUR.11, for consumption exceeding 5,000,000 kWh/year, with fixed terms of 4,108.56; 7,548.89; 10,118.94; 29,505.60 and 187,412.84 €/customer/month and variable terms of 3.809061; 3.777202; 3.755793; 3.741689 and 3.710946 cent/kWh, respectively.
Who can apply for the tariff
According to the first section of the resolution, only the following may apply for the TUR:
- Individual consumers with a supply pressure equal to or less than 4 bar and annual consumption of less than 50,000 kWh.
- Homeowners’ associations of residential housing and groups thereof, constituted in accordance with articles 5 and 24 of Law 49/1960, of July 21, on horizontal property.
- Publicly owned buildings intended for residential housing and buildings of trusts or non-profit organizations with the same use.
- Energy service companies providing services to the aforementioned.
Raw material, auctions, and accumulated debt
The cost of the raw material applied in the resolution is 3.574741 cent/kWh, compared to the 5.626153 cent/kWh that would result from the formula of Order ITC/1660/2009, thanks to the limit of Royal Decree-Law 25/2026. The main components are a base gas of 2.785581 cent/kWh and a seasonal gas of 7.891425 cent/kWh, with a BR6n reference price of 100.375 dollars per barrel and an exchange rate of 1.1519 dollars per euro.
Additionally, the resolution establishes:
- The weighted average value of the premiums from the auctions for ship unloading slots between October 1, 2026, and September 30, 2027: 223,450.55 euros.
- The weighted average value of the premiums from the auctions for LNG storage: 0.001827 €/(kWh/day)/year.
- The average unit accumulated debt before taxes: 2.051412 cent/kWh, which will be charged to anyone who leaves the TUR before January 1, 2027.
- The underground storage fee applies only to 20 days of consumption, with the remaining 40 days of the calculation formula being exempt.
Island territories and appeal process
Supplies of manufactured gas and propanated air in island territories covered by the twentieth transitional provision of Law 34/1998 will have the same prices excluding taxes, with revenue distribution percentages between underground storage settlements, LNG plants, transport, local network, and charges that vary according to the consumption bracket.
An administrative appeal (recurso de alzada) may be filed against the resolution before the Secretary of State for Energy within one month from the day following its publication. The resolution takes effect on October 1, 2026, and is signed by the Director General of Energy Policy and Mines, Manuel García Hernández.
The update determines the regulated price that households and homeowners’ associations covered by the TUR will pay during the next quarter, and the 35% limit on the cost of raw materials acts as a cap against the rising cost of gas. For the consumer, the relevant figure is the variable term of their bracket, which will be reviewed again on January 1, 2027.
