Fixed energy stabilizes prices for small-scale generation

The Ministry of Energy established the stabilized prices for the sale of energy from small-scale generation means, through Decree No. 10T, dated July 3, 2026, published in the Official Gazette of the Republic of Chile No. 44,533, on Tuesday, August 25, 2026 (CVE 2860325). The regulation, signed by Minister Ximena Rincón González, shall be in effect from its publication until the next decree establishing these values is issued.

The measure is framed within Article 149 of the General Law of Electrical Services (DFL No. 4/20,018, of 2006) and DS No. 88, of 2019, which approves the regulation for small-scale generation means. The mechanism applies to facilities whose power surpluses supplyable to the electrical system do not exceed 9,000 kilowatts, and is based on the final technical report approved by exempt resolution No. 173, dated April 10, 2026, of the National Energy Commission.

Prices by time interval

Stabilized prices are set for the substations of the National Transmission System at a voltage of 220 kV, considering six time intervals defined in Article 18 of the regulation:

Interval 1 (00:00–03:59): between 45.207 and 57.202 $/kWh.
Interval 2 (04:00–07:59): between 45.886 and 57.142 $/kWh.
Interval 3 (08:00–11:59): between 38.605 and 49.238 $/kWh.
Interval 4 (12:00–15:59): between 38.615 and 54.362 $/kWh.
Interval 5 (16:00–19:59): between 46.902 and 51.476 $/kWh.
Interval 6 (20:00–23:59): between 49.130 and 63.297 $/kWh.

The values vary according to the substation, with references such as Parinacota, Pozo Almonte, Tarapacá, Chuquicamata, Calama, Puerto Montt, and Chiloé, among others.

Indexation formula

The regulation incorporates an indexation formula that adjusts prices according to the Average Market Price (PMM). For this determination, the base value PMM0 corresponds to 99.010 $/kWh, as established in DS No. 4T/2026, which set the short-term node prices.

Within the first five days of each month, the National Energy Commission will publish the PMMi value for the application of the formula on its website. The average prices of the considered contracts will be indexed using the Consumer Price Index of the previous month.

Prices in other substations

For voltage levels other than those of the National Transmission System, prices will be determined by increasing the values of the corresponding substations, applying the referencing and energy loss factors defined by the Independent Coordinator of the National Electric System. At points of sale using third-party distribution lines, prices will be adjusted according to the length in kilometers of the lines from the primary substation to the point of purchase.

The setting of these stabilized prices determines the remuneration that small generators receive for the energy they inject into the system and, at the same time, affects the cost of energy for consumers. By providing tariff certainty to small-scale generation means, the regulation seeks to incentivize investment in distributed and renewable generation in the country.
