Energía dismisses the 92.4 MW El Páramo wind farm in León
Por FactBox Admin

The General Directorate of Energy Policy and Mines has dismissed the application for prior administrative authorization for the El Páramo wind farm, with an installed capacity of 92.4 MW, promoted by Cefiro Holdco 7, SL in the province of León. The resolution, signed on September 9, 2026, is published in the Official State Gazette (BOE) no. 261 of October 21, 2026 (Sec. III, page 140700, reference BOE-A-2026-21939) and agrees to the archiving of file PEol-899.
The framework for the decision is Article 53 of Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000, of December 1, which regulate the authorization procedure for electrical installations. State jurisdiction is justified because the project exceeds 50 MW of installed electrical capacity. The process began on May 17, 2023, when the promoter submitted the application for prior administrative authorization along with the project and the environmental impact study.
A project of fourteen wind turbines across four municipalities
The projected wind farm was located within the municipal boundaries of Igüeña, Noceda del Bierzo, Páramo del Sil, and Toreno, in the province of León. Its technical characteristics, according to the file, were as follows:
- Fourteen wind turbines with a unit nominal capacity of 6.6 MW, totaling 92.4 MW.
- 30 kV underground interconnection lines.
- SET El Páramo 30/220 kV step-up substation.
- 220 kV high-voltage overhead-underground line “SET El Páramo-SET Anexa Peñadrada 220 kV”.
- 220 kV underground line from the SET Anexa Peñadrada to the 220 kV busbars of the SET Peñadrada 220 kV, owned by Red Eléctrica de España, SAU.
Two consecutive setbacks: environmental impact and expired permits
The first obstacle was environmental. On December 29, 2025, the General Directorate of Environmental Quality and Assessment issued a resolution with an unfavorable environmental impact statement for the “El Páramo” and “El Páramo Expansion” projects, identifying “significant negative impacts on the environment” for which the proposed measures did not offer sufficient guarantee of prevention, correction, or compensation. This pronouncement was published in BOE no. 20 of January 22, 2026, with reference BOE-A-2026-1543.
The second was administrative. The access and connection permits at the Peñadrada 220 kV substation expired on December 9, 2025, as the environmental impact statement was not obtained within the 31-month period established by Royal Decree-Law 23/2020, of June 23. Red Eléctrica de España, SAU formally communicated this expiration to the Ministry on December 18, 2025.
Accumulation with the expansion and hearing process
The General Directorate of Energy Policy and Mines had agreed on October 16, 2024, to the joint processing of “El Páramo” (PEol-899) and “El Páramo Extension” (PEol-929, 50.88 MW), under file PEol-899 AC. Following the environmental declaration, on June 25, 2026, this accumulation was voided to resolve each procedure separately.
The file was processed through the Industry and Energy Area of the Government Sub-delegation in León, which submitted its report on May 19, 2025; on May 28 of that year, it was sent to the Sub-directorate General of Environmental Assessment. During the hearing process, the promoter expressed its disagreement with the proposal for dismissal, alleging its rejection of the unfavorable environmental declaration and the expiration of the access permit. The wind farm extension suffered the same fate: its dismissal was published in the BOE on October 17, 2026 (BOE-A-2026-21663).
Administrative appeal and signature
The resolution does not end the administrative route. An administrative appeal (recurso de alzada) may be filed against it before the holder of the Secretary of State for Energy within one month from the day following its notification; once this period has elapsed without an appeal, it shall be final. The document was signed in Madrid, on September 9, 2026, by the Director General of Energy Policy and Mines, Manuel García Hernández.
The setback is significant for El Bierzo: a 92.4 MW project that had been in processing for more than three years falls through, along with its 50.88 MW extension, meaning the region loses for now an industrial investment linked to wind deployment and its evacuation infrastructure to the transmission grid.
