Final allocation key for pension contributions for 2025 published in the Federal Law Gazette

The Federal Minister for Labour, Social Affairs, Health, Care and Consumer Protection has determined the final allocation key for contributions in the health insurance for pensioners for the calendar year 2025. The regulation was promulgated on September 17, 2026, in the Federal Law Gazette for the Republic of Austria, Part II, under number BGBl. II No. 280/2026. Accordingly, 99.94282 percent of the contributions are allocated to the Österreichische Gesundheitskasse (Austrian Health Insurance Fund) and 0.05718 percent to the Versicherungsanstalt öffentlich Bediensteter, Eisenbahnen und Bergbau (Insurance Institution for Public Servants, Railways and Mining).

The Allocation in Detail

The final key for the calendar year 2025 distributes the pension contributions between two health insurance providers:

• Österreichische Gesundheitskasse: 99.94282 percent
• Versicherungsanstalt öffentlich Bediensteter, Eisenbahnen und Bergbau: 0.05718 percent

The two values sum to 100 percent of the contributions to be allocated among the health insurance providers in the health insurance for pensioners. Furthermore, the regulation contains no other provisions, transitional periods, or entry-into-force regulations.

Legal Basis and Jurisdiction

The regulation is based on § 73 Para. 5 of the General Social Insurance Act, BGBl. No. 189/1955, as amended by the Federal Act BGBl. I No. 64/2026. This provision authorizes the Federal Minister responsible for health to determine the allocation key for contributions in the health insurance for pensioners among the health insurance providers by regulation.

The promulgation took place in Part II of the Federal Law Gazette for the Republic of Austria, which is reserved for regulations. The 2026 volume bears the issue date of September 17, 2026; the regulation is listed there as number 280.

Significance for the Insured

The allocation key concerns the financing of the health insurance for pensioners and thus indirectly affects all pension recipients in Austria. It determines which proportion of the health insurance contributions collected from pension payments flows to which provider.

By establishing it as the “final” key, the distribution for the already elapsed calendar year 2025 is conclusively determined. The Austrian Health Insurance Fund (Österreichische Gesundheitskasse) thus receives practically the entire contribution share of pensioners, while a fraction of less than one-tenth of a percent falls to the Insurance Institution for Public Servants, Railways and Mining (Versicherungsanstalt öffentlich Bediensteter, Eisenbahnen und Bergbau).

For the insured persons themselves, the regulation does not change anything regarding their entitlements or the amount of contributions withheld. It exclusively regulates the distribution of contribution proceeds between the health insurance providers, who can thereby finally conclude their financing for the year 2025.
