Company calls for grants to modernize municipal markets in the Balearic Islands

The Department of Business, Freelancers and Energy has announced the grants aimed at promoting the improvement and modernization of permanent municipal markets in the Balearic Islands for the year 2026. The resolution, signed by the counselor Alejandro Sáenz de San Pedro García on September 16, 2026, is published in the Official Gazette of the Balearic Islands (BOIB) no. 118, of September 22, 2026, under order number 9393, and takes effect the day after its publication.

The call is framed within the exclusive competence of the Autonomous Community regarding domestic trade, recognized by article 30.42 of the Statute of Autonomy of the Balearic Islands. The regulatory bases are those of the Order of the Counselor of Trade, Industry and Energy of April 8, 2008 (BOIB no. 52, of April 17), in accordance with the Recast Text of the Grants Law, approved by Legislative Decree 2/2005, of December 28.

The aids are included in the Strategic Grants Plan of the Autonomous Community of the Balearic Islands 2024-2026, approved by the Agreement of the Governing Council of April 19, 2024 (objective I, line 2.2), and are justified because the Government of the Balearic Islands wishes to promote urban trade and help these establishments maintain their activity with criteria of competitiveness and quality.

Who can apply for the aids

The recipients are companies holding an administrative concession for the management and operation of permanent municipal markets in the Balearic Islands. The responsible declaration accompanying the application requires proof of:

• Not falling into any of the exclusion scenarios of article 10 of the Recast Text of the Grants Law.
• Not having been subject to final sanctions or final convicting judgments in the last three years for discriminatory labor practices based on sex or gender, nor for infringement of LGTBI regulations.
• Not being considered an undertaking in difficulty, according to Regulation (EU) 651/2014.
• Having at least 50% women on the staff or being a self-employed worker without staff under their charge.
• Declaring the use of Catalan in the labeling, external signage, or the website of the establishment.
• Detailing other aids requested or received for the same purpose and the de minimis grants received in the 2023, 2024, and 2025 financial years.

Documentation and processing

The resolution approves the application form, the responsible declaration form, and the explanatory memorandum of the project, which are attached as annexes 1, 2, and 3. Along with the application, the following must be provided:

• The explanatory memorandum of the project, including the description of the actions and the related invoices or budgets.
• Budgets, pro forma invoices, or invoices.
• A photocopy of the deed of incorporation and the document accrediting the representation of the person acting on behalf of the applicant.
• The resolution accrediting the ownership of the administrative concession of the permanent municipal market.
• Other supporting documentation for the scoring of the application.

The grant payment request form and the justification account model are not published now: they will be attached as annexes to the award resolution, which will also be published in the BOIB. The call will be communicated to the National Grants Database (BDNS) and the grants are subject to the de minimis rule of Commission Regulation (EU) 2023/2831 of December 13, 2023.

Appeals and effects

The resolution exhausts the administrative route. The following may be filed against it:

• An appeal for reversal (recurso de reposición) before the Minister of Enterprise, Self-Employed and Energy within a period of one month, counting from the day after publication in the BOIB.
• A contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of the Balearic Islands within a period of two months, also from the day after publication.

The processing of the applicants’ personal data is the responsibility of the General Directorate of Enterprise, Self-Employed and Trade.

The call continues the line of grants for the commercial fabric and comes at a time when municipal markets must compete with large retail stores and online commerce. For city councils and concessionaires, the opening of this call is an opportunity to finance improvement works and equipment, while for stallholders and local merchants, the modernization of the spaces where they carry out their activity depends on it.
