Public employment: competitive examination for mid-level technician in Bajo Aragón

The Bajo Aragón County announces a competitive examination to fill on a permanent basis one position of Middle Management Technician, group A2 and level 20, approved in its 2024 Public Employment Offer, and to establish a temporary employment pool. The decision, adopted by the County Council at its session of 30 July 2026, is published in the Official Gazette of the Province of Teruel (no. 2026-2407) and opens a process affecting all public employment applicants in the province.

The selection system shall be competitive examination, and the position announced is number 83 in the county’s job classification, assigned to the general administration scale, management subscale, with the corporation’s headquarters in Alcañiz. In addition to permanent coverage, the terms provide for the creation of a temporary employment pool for future temporary appointments, valid for two years and taking priority over previous pools, in accordance with the county’s pool regulations published in BOP of Teruel no. 129, of 10 July 2012. The notice, signed in Alcañiz on 6 August 2026 by the county president, José Miguel Celma Belmonte, will be sent to the Official Gazette of Aragon, and its extract to the Official Gazette of the State.

Requirements and submission of applications

Participation requires the general requirements of the consolidated text of the Basic Statute of Public Employees: Spanish nationality or nationality of a member state of the European Union, having reached the age of 16 and not having reached the compulsory retirement age, and holding the qualification of Diplomado, university degree or equivalent. Payment of the examination fee of 20 euros, set by the tax ordinance published in the BOP of Teruel of 12 December 2022, is also required, with the deductions, exemptions and bonuses provided for therein.

Applications, in accordance with the form in Annex II, may be submitted at:

  • the general registry of the Bajo Aragón County in Alcañiz (Main Street 22), from 8:00 a.m. to 3:00 p.m.;
  • the registries of the county’s social services offices in Calanda (San Jorge Street 2) and Alcorisa (Plaza de los Arcos, s/n), from 9:00 a.m. to 1:00 p.m.;
  • the county’s electronic office (bajoaragon.sedipualba.es) or through any of the means provided for in article 16.4 of Law 39/2015, of 1 October.

The submission deadline is thirty calendar days counted from the day following publication of the extract in the Official Gazette of the State; the full terms are published in the Official Gazette of the Province of Teruel.

The competitive examination, first filter (70 points)

The examination phase, with a maximum of 70 points, consists of a single exercise with two parts held in the same session:

  • a multiple-choice test of 100 questions with four alternative answers and 10 reserve questions, in a maximum of 90 minutes; each correct answer adds 0.35 points and each incorrect answer subtracts 0.07;
  • a theoretical-practical exercise, with a maximum of 150 minutes, assessed on knowledge (70%), clarity and organization of ideas (15%), quality of written expression (10%) and presentation (5%).

Those who do not reach 35 points in the overall exercise or do not obtain at least 10.5 points in each of its parts will be eliminated. Only those who pass the competitive examination will have their merits assessed.

The merits competition (up to 30 points)

The competition phase awards a maximum of 30 points for merits documented and submitted together with the application:

  • academic qualifications, up to 9 points: bachelor’s degrees in Law, Business Administration and Management, Economics, Political Science or related fields, 4 points; degrees and double degrees, 3.5; diplomas, 3; and doctorates, master’s degrees, postgraduate degrees or specialization courses, between 1.5 and 3 points;
  • professional experience, up to 12 points: 0.15 points per full month or proportional part as mid-level management technician, general administration technician or secretary-auditor in any public administration;
  • training courses, up to 9 points: 0.015 points per hour for those after 1 January 2006 and 0.008 for earlier ones, with courses of less than 20 hours not being assessed.

The examining board shall consist of a chairperson and four members, one of whom shall act as secretary, and shall be appointed upon publication of the final lists of admitted and excluded candidates. The selected candidate shall be appointed as a career civil servant by decree of the presidency and must take office within thirty calendar days.

Job pool and appeals

A job pool will be formed with those who pass the competitive examination, ordered by the sum of the scores from both phases, which will be approved by the presidency and will govern call-ups for two years, with priority over previous pools. Against the call for applications, which exhausts the administrative route, a motion for reconsideration may be filed with the County Council within one month and, subsequently, an administrative contentious appeal before the Administrative Contentious Court of Teruel.

The call strengthens the staff of one of the districts with the greatest municipal presence in the province of Teruel and opens a stable route for higher-degree graduates to access local public employment: both through the permanent position and through the job pool, which will allow substitutions and temporary needs to be covered swiftly over the next two years.
