Emakunde-Basque Institute for Women has approved the 2026 grant call for municipalities, koadrilas, mancomunidades, and municipal associations with fewer than 30,000 inhabitants. It is based on the Resolution of September 9, 2026, by director Miren Elgarresta Larrabide, published in issue number 187 of the BOPV official gazette on September 30, 2026, with official reference 2026/4048. The purpose of the aid is to contract specialized technical consultancy in the field of equality policies and violence against women.

Budget and nature of the call

The Resolution establishes a grant of 375,000 euros, charged to the General Budgets of the Autonomous Community of the Basque Country for 2026, approved by Law 7/2025 of September 23, 2025. The amount is divided into two blocks:

  • 285,000 euros to be distributed among municipalities, koadrilas, mancomunidades, and municipal associations with fewer than 7,000 inhabitants.
  • 90,000 euros to be distributed among municipalities with between 7,000 and 29,999 inhabitants.

If the credit for one block is not exhausted, the surplus may be redirected to the other block. The call will be resolved through a non-competitive procedure, as permitted by article 19.2 of Law 20/2023 (of December 21, regulating the grant regime). The call is made under the framework of Emakunde’s 2024-2027 Strategic Grant Plan, approved by the Resolution of October 21, 2024, and is aimed at fulfilling the obligations established by Legislative Decree 1/2023 of March 16, 2023.

Target audience and priorities

Beneficiaries may be municipalities, koadrilas, mancomunidades, and municipal associations with fewer than 30,000 inhabitants; in the case of associations, each municipality must have fewer than 7,000 inhabitants. Applicants must be up to date with their tax and Social Security obligations and must not have any outstanding obligations to return grants. The Resolution gives priority to local entities that have already implemented equality policies, in order to achieve greater territorial balance, provided that the continuity of those policies is guaranteed. Likewise, priority is given to joint projects between mancomunidades, koadrilas, and municipal associations, due to their broader area of influence.

What is financed and for what period

The grants will cover the costs of specialized technical consultancy: conducting diagnoses of the situation of women and men in the local area, consultancy, analysis, and technical assistance, including the field of gender-based violence. Activities must be carried out between January 1 and December 11, 2026, and the project must be completed by December 11. The justification must be submitted before December 14. The persons implementing the project must have specific training in the field of equality: at least 150 hours or two years of professional experience, or in the case of consultancy firms accredited in equality, the accreditation certificate.

How to apply and who will decide

Applications must be submitted electronically, within a period of one month starting from the day after publication, and may be made in Basque or Spanish. The Secretary General of Emakunde will be the instructing body, and the director of the Emakunde-Basque Institute for Women will be the competent body for the resolution. The maximum period for resolution and notification is six months, counted from the day after publication. The grants are compatible with other subsidies, but they cannot overfinance the cost of the activity.

Consequences

The call aims to strengthen the technical capacity of small local organizations to apply the regulations in the field of equality and the Strategy for Equality between Women and Men for 2030. An appeal for reversal may be filed against the resolution within a period of one month, or a contentious-administrative appeal within a period of two months, starting from the day after publication.
