Elia launches a public consultation on its 2028-2038 federal development plan

Elia Transmission Belgium, the electricity transmission system operator in Belgium, will organize a public consultation starting October 13, 2026, regarding its draft 2028-2038 federal development plan and the accompanying environmental impact report. The announcement appears in the Belgian Official Gazette (Moniteur belge) of September 28, 2026, under reference [C − 2026/006902], page 52079, in the section dedicated to the FPS Economy, SMEs, Middle Classes and Energy. The consultation is open to the public from October 13, 2026, to December 13, 2026, inclusive.

A ten-year plan subject to environmental assessment

The draft development plan covers a ten-year period, from January 1, 2028, to December 31, 2037, inclusive. It contains an estimate of the electricity transmission capacity and stability needs, as well as the investment program that the system operator plans to execute to meet these needs.

In accordance with the Law of February 13, 2006, relating to the assessment of the effects of certain plans and programs on the environment and public participation in the development of plans and programs relating to the environment, this plan must also be subject to an environmental impact assessment. The same law requires that the plan and the accompanying report be submitted for public consultation.

Two documents made available to the public

• The draft 2028-2038 federal development plan;
• The accompanying environmental impact report;
• Practical information regarding the consultation.

These documents, as well as all practical information, will be available in French and Dutch on the website https://www.elia.be/fr/consultations-publiques starting October 13, 2026.

Stated objective of the process

According to the official announcement, organizing a consultation on these two documents will allow Elia to understand public concerns and take them into consideration when drafting the final version of its development plan.

The published text does not provide any other channel for submitting observations other than the practical arrangements announced on the system operator’s website, which refer to the consultation page put online on October 13, 2026.

Scope for the stakeholders concerned

For the energy sector, local residents, and local stakeholders, this procedure constitutes the designated window to submit their observations before the adoption of the final version of the plan. Indeed, the document submitted for consultation determines the transmission capacity and stability needs as well as the investment program for the Belgian electricity grid for the 2028-2037 decade, and its environmental assessment establishes the analytical framework.
