Por FactBox Admin

El Viso del Alcor licita 15 puestos del mercado de Santa Marta

The City Council of El Viso del Alcor has opened the tender to award the public domain concession of 15 stalls at the Santa Marta Municipal Market, distributed across 14 lots, with a base tender budget of 161,356.60 euros. The decision was adopted via Resolution No. 2026-3174, of October 20, 2026, from the Mayor’s Office-Presidency, and is published in the Official Gazette of the Province of Seville (BOP) No. 206, of October 23, 2026 (reference BOP-SE-2026-206022). Interested parties have 15 business days, counting from the day following the publication of the announcement, to submit their proposals.

A 2025 file with fifteen vacant stalls

The announcement, signed by the mayor-president Gabriel Antonio Santos Bonilla, corresponds to file 2363/2025, processed as an administrative concession of a public domain asset for the commercial exploitation of stalls numbers 3, 4, 5, 6, 7, 11, 12, 13, 14, 15, 16, 17, 18, 19, and 20. The applicable legal framework is Law 7/1999, of September 29, on Assets of Local Entities of Andalusia, in relation to Decree 18/2006, of January 24, and Royal Decree 1372/1986, of June 13.

The procedure is open and the award is resolved by competition, with a non-renewable duration of 20 years. The property, located at calle Real No. 58 and calle Corredera No. 54 A, is valued at 309,932.33 euros according to the cadastral certification. The call comes after the rehabilitation and improvement process of the market, which the specifications describe as a renovated space for traditional trade, catering, leisure, and culture. The resolution nullifies Mayoral Decree 2026-3119, of October 15, 2026, which had approved the same file.

Each lot corresponds to one stall, except for lot 7, which groups two:

Canon, deadlines and guarantees

The reference fee is set at 3.82 euros per month per square meter, equivalent to 45.44 euros annually per square meter, according to the technical valuation report issued on April 30, 2025. Economic bids are formulated upwards and cannot be lower than the base budget for each lot. The fee is paid annually, with automatic revision according to the CPI, and the first payment must be made in the month following formalization.

Proposals are preferably submitted electronically via the municipal headquarters, or in person at the registry of Plaza Sacristán Guerrero no. 7. The provisional guarantee is equivalent to 2% of the estimated value of the concession and the definitive guarantee to 5% of the bid. The opening of envelopes will be held in a private act within a maximum period of 20 days from the closing of the submission.

Scoring and valuation body

The award criteria combine economic improvement, with 0.5 points for every 10% improvement up to a maximum of 10, and previous experience:

  • Up to 20 points for seniority in a stall at the El Viso del Alcor market, at a rate of one point per year.
  • Up to 10 points for seniority in supply markets of other municipalities.
  • Up to 10 points for having worked as an employee in local market stalls and 5 in those outside.
  • Between 1 and 3 points for a commitment to self-employment or the creation of permanent employment.

The contracting board will be chaired by Ángela Roldán Bonilla, with Macarena García Muñoz as substitute, and will include Alberto Antonio Francés Villanueva (Audit), the general secretary (Legal Advice), Elena Velo García (Treasury), and Raquel Mondaza Valdellós as secretary, with Fernando Álvarez-Ossorio Alejandre as substitute. The contract manager will be Almudena Prieto Pineda, technician of the Local Development Delegation, the unit that will also handle the monitoring of the concession.

Impact on small local commerce

The tender opens a way for merchants and freelancers in the municipality to access premises in the rehabilitated market with two-decade contracts, a horizon that facilitates investment in equipment and the startup of the activity. Stalls that remain vacant due to a lack of bidders will be put out to tender again in the months of November and June of each year. Against the resolution, which ends the administrative route, an optional appeal for reversal may be filed within one month or a contentious-administrative appeal within two months.
