The Governing Chamber of the High Court of Justice of Andalusia (TSJA) has appointed Fernando Luna Villalba as the titular justice of the peace of Zahara (Cádiz), a position attached to the judicial district of Ubrique. The agreement, adopted in the session held on September 9, 2026, is published in the Official Gazette of the Province of Cádiz no. 192, dated October 5, 2026, within the Administration of Justice section and under official reference No. 316.357.
The edict from the Government Secretariat of the TSJA, signed in Granada on September 14, 2026, by the Government Secretary, Pedro Jesús Campoy López, details the appointment agreed upon by the Governing Chamber to hold the office in the municipality of Cádiz. The designation of justices of the peace is the responsibility of the Governing Chamber of the Andalusian high court, based on the person chosen by the municipal plenary, in accordance with the procedure provided for in the legislation on the Judiciary and in Regulation 3/1995, of June 7, on Justices of the Peace, a rule that also establishes a four-year term from the date of appointment.
A local judicial position in the Sierra de Cádiz
The appointment is framed within the judicial district of Ubrique, upon which Zahara depends, and reinforces the structure of local justice in the Sierra de Cádiz region. Justices of the peace perform conciliation and civil registry functions in their municipalities, in addition to other tasks assigned to them by law.
The published edict contains the essential data of the agreement:

The same issue of the Official Gazette of the Province of Cádiz, with reference No. 316.339, contains another agreement from the Governing Chamber of the TSJA regarding the same municipality: the call to fill the position of substitute justice of the peace of Zahara (Cádiz), district of Ubrique.
Interested parties have a period of fifteen days to submit their application to the High Court of Justice of Andalusia. The application must include:

The edict orders the announcement to be published in the provincial gazette and posted on the notice board of the TSJA, as well as those of the courts of first instance and peace, and the corresponding city council.
How to challenge the appointment
An administrative appeal (recurso de alzada) may be filed against the appointment agreement before the General Council of the Judiciary within one month, counted from date to date from the notification or from the publication in the corresponding Official Provincial Gazette.
The announcement is signed in Granada on September 14, 2026, by the Government Secretary, Pedro Jesús Campoy López, and is disseminated through the provincial gazette edited by the Press Association of Cádiz.
The publication of this appointment closes the procedure for filling the position of the justice of the peace of Zahara and provides legal certainty to the residents of the municipality regarding who exercises the local judicial functions. For residents of the Sierra de Cádiz, the edict also serves as the official reference accrediting the new office holder and the formal channel for any challenge, while the path remains open to incorporate a substitute justice of the peace in the same locality.
