The Extremadura Public Employment Service (SEXPE) has approved the call for the 2026-2027 period for subsidies to promote and consolidate self-employment in Extremadura, with a budget of 47,500,000 euros. The resolution, dated September 28, 2026, from the General Secretariat, is published in the Official Gazette of Extremadura (DOE) number 196, dated October 9, 2026, along with the summaries of the six aid programs. The call is issued under Decree 39/2024, of April 30, as amended by Decree 154/2026, of July 28.
The call was authorized by agreement of the Governing Council on September 22, 2026, and is processed under a direct grant regime through an open call, in accordance with article 10.1 of the regulatory basis decree and article 29 of Law 6/2011, of March 23, on Subsidies of the Autonomous Community of Extremadura. The validity is twelve months and begins the day following the publication of the resolution and its summary in the DOE. The resolution is signed by the General Secretary of SEXPE, Nicolás Macías Manzanedo, by delegation established in the Resolution of May 29, 2026 (DOE no. 108, of 08/06/2026).
Six programs and their amounts
The call is deployed across six lines of aid, each with its own summary and identification number in the National Subsidies Database (BDNS):
- Program I: aid for the establishment of unemployed persons as self-employed workers, with 31,500,000 euros and amounts from 6,000 to 9,000 euros depending on the group.
- Program II: aid for self-employed persons who facilitate the labor insertion of a collaborating family member, with 2,800,000 euros and amounts from 6,000 to 9,000 euros.
- Program III: “Zero Rate for new self-employed,” to cover the Social Security quota or alternative mutual fund, with 4,800,000 euros and aid of 1,920 or 960 euros.
- Program IV: aid for employees who start activity as self-employed workers, with 1,700,000 euros and a subsidy of 6,000 euros.
- Program V: maintenance of registration in RETA for 12 additional months beyond the mandatory period of 24, with 6,000,000 euros and 2,500 euros per beneficiary.
- Program VI: “Zero Rate Collaborating Family Member,” with 700,000 euros and aid of 1,920 euros.
The published summaries carry the identifications BDNS 933299, 933300, 933301, 933302, 933303, 933304, and 933305. Programs I and II provide for an increase of 1,000 euros when the activity is carried out in municipalities with fewer than 5,000 inhabitants, and Program I provides an additional subsidy of 4,000 euros for business acquisition through generational relief, extendable by 2,000 euros in municipalities with fewer than 10,000 inhabitants.
Financing and application deadline
The total credit of 47,500,000 euros is distributed between the 2026 and 2027 fiscal years, charged to the projects “Promotion of Self-Employment” (own funds), “Aid for Self-Employed Work” (State transfers), and “Promotion of Youth Entrepreneurship,” co-financed by the European Social Fund Plus. Program V is allocated to the 2028 and 2029 fiscal years.
The aid must be requested, within the period of validity, from the day following the start of the activity according to the General Treasury of the Social Security and the following five calendar months after that month. The application for Program V is submitted simultaneously with that of Program I. Those who have acquired the right between the end of the previous call and the entry into force of this one have two months to request it and are exempt from the Business Plan.
Requirements and exclusions
Beneficiaries must be at least 18 years old, registered as unemployed job seekers in the public employment services, and carry out the activity in Extremadura. Programs I and IV require a Business Plan tutored by SEXPE personnel, Business Support Points, local entities, local action groups, provincial councils, or chambers of commerce.
Agricultural, livestock, and forestry activities, the coal sector, and fishing and aquaculture are excluded under the de minimis regime of Regulation (EU) 2023/2831, as are those who have been beneficiaries of these aids in the previous seven years or have been registered in RETA in the previous six months.
The call mobilizes the largest annual allocation from SEXPE for self-employment and expands the catalog of priority groups, with special attention to women, young people, long-term unemployed, and people with disabilities. For the region’s unemployed and self-employed, it represents a twelve-month window to establish or consolidate their activity with quota coverage and maintenance aid.
