El SESPA delega la licitación de lavandería del Área I Occidente

The General Management of the Health Service of the Principality of Asturias (SESPA) has delegated to the Management of Health Area I Occidente the competence to act as the contracting authority in the tender for the service of washing, disinfection, drying, ironing, folding, and external transport of clothing and linens for its healthcare facilities. The decision is formalized through the Resolution of September 28, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) number 194, of October 7, 2026, with the reference 2026-07957. The contract is being put out to tender with a total budget of 3,120,348.00 euros and an execution period of 24 months.

A contract of 3.12 million and two years in duration

The base tender budget amounts to 2,578,800.00 euros excluding VAT, to which is added the Value Added Tax of 21%, figured at 541,548.00 euros, bringing the total amount to 3,120,348.00 euros. The expenditure will be paid from budget applications 9701100/412B/227000 and 9701300/412B/227000 of Health Area I Occidente, within the General Budgets of the Principality of Asturias.

The execution period will be 24 months, with the possibility of one or several extensions which, individually or jointly, may not exceed 36 months.

Scope of service and delegated competencies

The delegation covers the initiation and processing of the file, the approval of the administrative and technical specifications, publication in the official gazettes, the authorization, allocation, and recognition of the expenditure obligation, as well as the awarding of contracts, their modifications, and extensions.

The object of the contract includes the following treatments of clothing and linens destined for the healthcare facilities of Health Area I Occidente:

  • Washing.
  • Disinfection.
  • Drying.
  • Ironing.
  • Folding.
  • External transport and other treatments.

The resolution is based on Article 128.2 of the Law of the Principality of Asturias 7/2019, of March 29, on Health, which assigns the General Management the status of contracting authority of SESPA and empowers the General Manager to authorize current expenses and investment expenses whose amount does not exceed 750,000 euros; section 128.5 allows these powers to be delegated to the Health Area Managements and the directions of the centers.

Article 9 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector is also invoked, which requires the publication of delegations in the corresponding official gazette, as well as the fifth point, section 1 of the Resolution of August 3, 2012 (BOPA 6-8-2012) of the General Management of SESPA regarding the delegation of powers.

The regulatory framework is completed by:

  • Decree 86/2025, of June 23, approving the Health Map of the Principality of Asturias.
  • Decree 123/2025, of December 11, regarding the basic organic structure of the management and governing bodies of the SESPA.
  • The Resolution of March 18, 2026, of the Department of Health, appointing the Manager of the Health Area I-West (BOPA 03-24-2026).
  • The internal circular issued on April 16, 2026, by the General Management of the SESPA regarding the delegation of powers.

Grounds and effects of the decision

The SESPA justifies the delegation based on the complexity and scope of the procedure and the convenience of having the Management of Health Area I-West itself assume its monitoring, despite the fact that the amount of the tender would require the General Management to approve the expenditure and act as the contracting authority. The resolution was signed in Oviedo on September 28, 2026, by the General Manager of the SESPA.

The measure directly affects companies in the industrial laundry and linen management sector participating in the tender, as well as the users of the healthcare facilities in the health area, who will be guaranteed the hospital linen service for the next two years, extendable up to a maximum of 36 additional months.
