The SESPA calls for the free appointment of the health directorate of Mieres

The Health Service of the Principality of Asturias (SESPA) has announced the filling, through the system of free appointment, of the position of Director of Healthcare and Territorial Coordination: Mieres of Health Area II Center-Southwest. The call is formalized in the Resolution of September 22, 2026, of the General Management of SESPA, published in the Official Gazette of the Principality of Asturias (BOPA) no. 187, of September 28, 2026, section I (Authorities and Personnel), with official reference 2026-07811. The deadline for submitting applications is 20 business days starting from the day following the publication.

Regulatory framework of the call

The resolution is based on article 29.3 of Law 55/2003, of December 16, of the Framework Statute of statutory personnel of health services, which allows each health service to determine the positions filled by free appointment. The Law of the Principality of Asturias 7/2019, of March 29, on Health, establishes in its article 101 that the selection of management personnel of the public health system shall attend to criteria of suitability, professional competence, and experience, with respect to the principles of merit and capacity, publicity, and free competition.

The appointment corresponds to the Regional Ministry of Health, upon the proposal of the General Management of SESPA, in accordance with article 5.e) of Law 7/2019 and the second additional provision.2 of Decree 123/2025, of December 11, which establishes the basic organic structure of the direction and management bodies of SESPA. The General Management acts by virtue of article 128.4 of Law 7/2019.

Requirements for applicants

• Possess Spanish nationality or that of any Member State of the European Union, or of States with the right to free movement of workers according to Royal Decree 543/2001, of May 18.
• Hold a university degree from professional classification group A, subgroup A1, and demonstrate adequate capacity for the performance of the position.
• Hold the status of statutory personnel of health institutions of the National Health System, of a public official included in the scope of Royal Legislative Decree 5/2015, of October 30, or of labor personnel in the service of any public administration.
• Not have been separated from service due to disciplinary proceedings in the six years prior to the call, nor be definitively disqualified from public functions or from the corresponding profession.

Personnel outside the Administration who meet the remaining requirements may also apply, in order to expand the number of applicants under conditions of equality.

Applications, merits, and resolution

The application shall be addressed to the head of the Management Directorate of SESPA, shall adhere to the model in Annex I, and shall be submitted to the registries of the management offices, the Registry of the Central Services of SESPA, or through the channels established in Article 16 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The application shall include personal data and a professional curriculum vitae, including academic degrees, professional or health management experience in executive positions, publications, courses, and presentations. Merits will be assessed with reference to the date of publication of the call in the BOPA, and personal interviews regarding the curriculum and aptitudes for the position may be held.

Applications will be submitted to the Managing Director of SESPA, who, after evaluating them, will forward them with a nomination proposal to the Minister of Health. The call may be declared void by a reasoned resolution if no suitable candidates apply, and if the selected person resigns before taking office, a new proposal may be formulated. The appointed person may be dismissed discretionarily by the authority that agreed to their appointment.

Relevance

The position reinforces the management structure of the Health Area II Center-Southwest, based in Mieres, and affects both the health staff of the area and personnel with management experience aspiring to an executive position. Against the resolution, which does not end the administrative route, an administrative appeal (recurso de alzada) may be filed before the Ministry of Health within one month from the day following its publication.
