Sescam calls for six management positions by free appointment in its managements

The Castilla-La Mancha Health Service (Sescam) has announced procedure 2/2026 for the filling of management positions within its health institutions through the system of free appointment. The call is formalized in the Resolution of 09/11/2026, from the Directorate-Management, published in the Official Gazette of Castilla-La Mancha (DOCM) number 179, dated September 17, 2026, within section II.- Authorities and Personnel, Competitive Examinations and Contests, with the official reference [2026/6618]. The resolution bears the signature of the Director-Manager, Alberto Jara Sánchez.
Six destinations distributed across the regional health geography
The call responds to the need to fill job positions corresponding to management personnel, which are budget-funded and classified in the respective organic staff list for provision by free appointment. In total, six positions are offered, one for each destination, distributed among specialized care managements, integrated care, and the field of urgencies and emergencies:
- Medical Director of the Specialized Care Management of Toledo (1 position).
- Medical Director of the Integrated Care Management of Valdepeñas (1 position).
- Director of Management and General Services of the Integrated Care Management of Ciudad Real (1 position).
- Medical Deputy Director of the Integrated Care Management of Alcázar de San Juan (1 position).
- Deputy Director of Management and General Services of the Integrated Care Management of Guadalajara (1 position).
- Nursing Team Lead of the Urgency, Emergency and Sanitary Transport Management (1 position).
Medical positions require a degree in Medicine or Surgery or a Bachelor’s degree in Medicine, categorized in Group A, Subgroup A1, and destination supplement levels 28 (Toledo) and 27 (Valdepeñas and Alcázar de San Juan). Management positions accept degrees of Doctor, Licentiate, Engineer, Architect, University Bachelor’s or Diploma, with Subgroup A1 or A2 and levels 27 (Ciudad Real) and 26 (Guadalajara). The nursing position requires a Health Diploma, Subgroup A2 and destination supplement level 22.
Requirements, applications, and assessment of merits
Permanent statutory personnel from health institutions of the National Health System and career civil servants within the scope of the Recast Text of the Law of the Basic Statute of the Public Employee may participate, provided they have not been separated from service through disciplinary proceedings in the previous six years nor are they definitively disqualified. Applicants who do not meet these requirements but hold the required qualification may also apply; in such cases, the selection will involve the formalization of a senior management employment contract in accordance with Royal Decree 1382/1985, of August 1.
The application shall be addressed to the head of the Management Directorate of Sescam, following the model in Annex II, and shall preferably be submitted electronically through the e-office of the Junta de Comunidades de Castilla-La Mancha. Along with the application, a professional curriculum vitae must be provided, including academic degrees, professional and health management experience, publications, and courses. The submission period is 10 business days starting from the day following the publication of the call in the DOCM, and merits will be assessed with reference to the date of publication. Personal interviews regarding the curriculum vitae and suitability for the position may be held.
Resolution, termination deadlines, and assumption of office
The call shall be resolved by a resolution of the Managing Director of Sescam, which will be published in the DOCM within a maximum period of 1 month from the end of the application period, following an assessment of the candidates’ suitability. Positions may be declared vacant by a reasoned agreement if no suitable applicants apply.
The successful applicant shall cease their previous position on the day of the publication of the resolution and shall assume the new destination the following day. The assigned destinations are voluntary and do not generate a right to compensation, and personnel appointed by free designation may be dismissed discretionarily by the authority that agreed to their appointment. Against the resolution, which ends the administrative route, an optional appeal for reversal may be filed before the Management Directorate of Sescam within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Toledo within two months.
Impact on the health organization
The filling of these six management positions affects the management leadership of the directorates serving the health areas of Toledo, Ciudad Real, Guadalajara, Valdepeñas, and Alcázar de San Juan, as well as the regional emergency and urgency system. The procedure is based on Article 20.2 of Royal Decree-Law 1/1999, of January 8, in force with regulatory status according to the sixth transitional provision of Law 55/2003, of December 16, of the Framework Statute, and on the competencies of the Management Directorate established by Decree 106/2023, of July 25. For interested health professionals, the schedule is tight: the award resolution must arrive within one month after the closing of the application period.
