The Canary Islands Health Service consolidates 14 permanent healthcare positions

The Canary Islands Health Service (SCS) has appointed permanent statutory staff in four healthcare categories—cardiovascular surgery, orthopedic surgery and traumatology, endocrinology and nutrition, and nuclear medicine—as part of the exceptional selection process for the stabilization of temporary employment. The resolutions, dated September 11, 2026, and signed by the director of the organization, Adasat Goya González, are published in the Official Gazette of the Canary Islands (BOC) no. 191, dated September 23, 2026. In total, 14 professionals have secured permanent positions in hospitals and health areas across the archipelago.

The four resolutions (boc-a-2026-191-3307, boc-a-2026-191-3308, boc-a-2026-191-3309, and boc-a-2026-191-3310) derive from the call of December 23, 2022, published in BOC no. 255, dated December 29, 2022, by which the General Directorate of Human Resources of the SCS convened the extraordinary selection processes for the stabilization of temporary employment and the ordinary processes for access to permanent statutory staff status. The legal framework is Law 20/2021, of December 28, on urgent measures for the reduction of temporality in public employment, and article 20.3 of Decree 123/1999, of June 17, on the selection of statutory personnel and the provision of basic positions.

The appointments culminate an administrative itinerary that included the final list of admitted and excluded persons (Resolution no. 4360/2023, of December 18), the request for merits, the final results of the competition phase submitted by the Coordinating Tribunal, and the appointment proposal from the General Directorate of Human Resources. In the case of traumatology, the resolution also incorporates the waivers submitted following the initial award proposal.

Cardiovascular Surgery and Traumatology

The Resolution of September 11, 2026, from the director of the SCS appoints permanent statutory staff in the category of FEA-Cardiovascular Surgery, Health Group A/A1, for one applicant:

• Vicente Camilo Reina Moreno, FEA position in Cardiovascular Surgery at the Dr. Negrín University Hospital of Gran Canaria (code 9390810).

In FEA-Orthopedic Surgery and Traumatology, also Health Group A/A1, there are ten appointments:

• María López Fernández and Gara Torrent Pérez, in the Lanzarote Health Area.
• Marta Felipe Peña and Adrián Hermenegildo Suárez Cabañas, in the La Palma Health Area.
• Ayron Guerra Ferraz, Pablo Díaz Martín, and Giacomo Mazzei, at the Dr. Negrín University Hospital of Gran Canaria.
• Jorge García Sáenz, at the Nuestra Señora de Candelaria University Hospital.
• Rafael Eulogio Hernández Díaz, in the La Gomera Health Area.
• Juan Sánchez Hernández, at the Materno-Insular University Hospital.

Endocrinology and Nuclear Medicine

The third resolution appoints permanent statutory personnel in FEA-Endocrinology and Nutrition, Health Group A/A1, for two professionals:

• Marta Sánchez Pérez, in the Fuerteventura Health Area.
• Carolina Fernández-Trujillo Moujir, at the Hospital Universitario Materno-Insular.

The fourth resolution affects the category of Nuclear Medicine Specialist Technician, Health Group C/C1, with a single appointment:

• Jasmina García Hernández, at the Hospital Universitario Nuestra Señora de Candelaria.

Deadlines, waivers, and appeals

The appointed individuals have a non-extendable period of 15 calendar days, counted from the day following publication, to take office before the corresponding management directorate or health services management. The period is shortened compared to the month provided for in the rules due to the declaration of urgent processing (Resolution No. 3496/2025, BOC no. 210, of October 23, 2025).

Anyone who does not take office within the deadline loses all rights to the process, except for justified causes accepted by the General Directorate of Human Resources; unfilled positions will be declared vacant for a second allocation by order of precedence. Personnel entering under Law 20/2021 may not obtain a service commission outside the SCS for two years, except for causes of gender-based violence or terrorism. Contentious-administrative appeals may be filed against the resolutions before the High Court of Justice of the Canary Islands or, optionally, a request for reversal before the director of the SCS within one month.

With these appointments, the SCS consolidates vacant basic positions in highly specialized services—cardiovascular surgery, traumatology, endocrinology, and nuclear medicine—distributed among Gran Canaria, Tenerife, Lanzarote, La Palma, La Gomera, and Fuerteventura. The measure reduces the structural temporality of hospital staffs and provides a definitive destination for professionals who until now occupied those positions on an interim or provisional basis.
