Por FactBox Admin

The Human Resources Directorate of the Management of the Riojan Health Service (SERIS) has made public the final list of individuals who have passed the selection process for Area Specialist Physician of Preventive Medicine and Public Health, corresponding to the 2023 Public Employment Offer. The Resolution of October 21, 2026 is published in the Official Gazette of La Rioja (BOR) number 205, of October 23, 2026, in section II of Authorities and Personnel, with the official reference BOR-A-20261023-II–1178 and the code 202610210125122. The five-page text closes the selection phase and opens the period for successful candidates to choose their posts.
The call for tests was made via Resolution of October 20, 2026, published in BOR number 204, of October 21, and provided for the filling of posts through the open entry system, internal promotion, and the reserve quota for people with disabilities. The process is governed by the general bases approved by the Resolution of April 30, 2025, regarding the selection processes for permanent statutory personnel of SERIS. The resolution now published is issued based on the proposal formulated by the Selection Board.
Three successful candidates and three posts at San Pedro Hospital
Annex I contains the final list of successful candidates, ordered by their total score, which determines the order of priority for choosing a destination:
- Internal promotion: Irantzu Bengoa Urrengoechea, with 43.3500 points in the examination phase, 19.2200 in the merit phase, and a total score of 62.5700.
- Open entry: Nerea Díaz Sánchez, with 44.7000 examination points, 18.7400 merit points, and 63.4400 in total.
- Open entry: Héctor López-Mendoza Garcés, with 36.2800 examination points, 15.9600 merit points, and 52.2400 in total.
Annex II details the vacant posts being offered, all of them in category E035 (Area Specialist Physician of Preventive Medicine and Public Health) and corresponding to the 2023 OEP:
- Three posts, with order numbers 1 to 3.
- Destination center: San Pedro Hospital.
- Location: Logroño.
Fifteen business days to request destination
The request for destination must be formalized using the form appearing as Annex III of the resolution, also available at the Human Resources Directorate, at San Pedro Hospital, Piqueras Street, 98, Logroño, and in the Human Resources section of the website www.riojasalud.es. Applications shall be submitted at the Registry of San Pedro Hospital, at the registries of the Citizen Service Offices of the Autonomous Community of La Rioja, or through the channels of article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
The deadline is fifteen business days counting from the day following the publication of the resolution in the BOR. The choice of position will be made according to the order of precedence in Annex I. Those who do not request any of the offered positions and meet the requirements of the rules will receive one of those that remain vacant once the requests of the other applicants have been addressed. The assigned destinations will be definitive.
Supporting documentation and appeals
Within the same period of fifteen business days, the person who has passed the process must present the required documentation: a photocopy of the DNI or NIE, Social Security affiliation document, the degree required in the call, proof of nationality where applicable, and a sworn statement of not having been dismissed from service nor being disqualified. Additionally, a medical certificate of functional capacity issued by the Occupational Risk Prevention Service of the SERIS, certification of disability when the degree is equal to or greater than 33%, a class B driver’s license, and a negative certificate from the Central Registry of Sexual Offenders are required. Failure to present these within the deadline prevents appointment as permanent statutory personnel and annuls the proceedings, without prejudice to liability for falsehood.
The resolution ends the administrative route. An optional appeal for reversal may be filed before the Presidency of the Riojan Health Service within one month of its publication, or otherwise challenged before the contentious-administrative jurisdictional order within two months. The document is signed by the Director of Human Resources, María Begoña Lema de Pablo, by delegation of article 3.5 of Decree 153/2023, of November 14.
The closing of the selection process incorporates three specialists in Preventive Medicine and Public Health into the staff of the Riojan public health system and resolves the coverage of a key area for epidemiological surveillance and community health. For the three successful applicants, the schedule is now tight: fifteen business days to decide on a destination and present the documentation, with the warning that the assigned destination will be definitive.
