SEPEPA announces 19 million in grants for vocational training 2027-2028

El SEPEPA convoca 19 millones en subvenciones para formación profesional 2027-2028

The Public Employment Service of the Principality of Asturias (SEPEPA) has announced grants for a maximum amount of 19,050,000 euros destined for training programs leading to the obtainment of professional certificates (grades B and C) for unemployed and employed workers. The call is approved by Resolution of September 9, 2026, of SEPEPA, under the Department of Science, Industry, and Employment, and is published as an extract in the Official Gazette of the Principality of Asturias (BOPA) no. 181, of September 18, 2026, with the official reference Code 2026-07546. Processing is carried out through the advance expenditure procedure, as it corresponds to the 2027 and 2028 annual budgets.

The call is supported by Order EFP/942/2022, of September 23, which regulates the training offer of the Vocational Training system in the labor sphere associated with the National Catalogue of Professional Qualifications and establishes the regulatory bases and financing conditions (BOE of October 5, 2022). The extract is published in accordance with articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Law on Subsidies, and is identified in the National Database of Subsidies with number 928853.

Two training lines and distribution by annual budgets

The objective is to finance training programs composed of training actions leading to professional certificates, divided into two lines:

  • Line 1: priority programs for unemployed workers, with 14,400,000 euros.
  • Line 2: priority programs for employed workers, with 4,650,000 euros.

The estimated distribution by annual budgets is as follows:

  • Line 1: 8,640,000 euros in 2027 and 5,760,000 euros in 2028.
  • Line 2: 2,790,000 euros in 2027 and 1,860,000 euros in 2028.

Centers and entities accredited as beneficiaries

Public or private training centers and entities, accredited and registered in the corresponding Registry of Training Entities for the training actions subject to the grant, in face-to-face, virtual, or blended modality, at the time of submitting the application, may be beneficiaries. Furthermore, they must have duly accredited facilities within the territory of the Principality of Asturias that allow for the delivery of the requested actions.

Prior to payment, entities must prove that they are up to date with their tax and Social Security obligations and are not debtors to the Principality of Asturias, or that their debts have been deferred, split, or suspended, in accordance with Article 10 of Decree 71/1992, of October 29, and Article 13.1 of Order 942/2022. Payments to entities that have requested voluntary bankruptcy, have been declared insolvent, are in bankruptcy without an effective agreement, are subject to judicial intervention or disqualified according to bankruptcy legislation, as well as those who are debtors by a final reimbursement resolution, are excluded.

Deadlines, execution and form of payment

Applications must be submitted from January 15, 2027, until 23:59 on February 5, 2027, through the enabled computer application. The complete procedure can be located on the electronic headquarters of the Principality of Asturias by entering the code AYUD0256T05 in the search engine.

The eligible training actions will be developed from the day following the publication of the granting resolution until 23:59 on November 30, 2028. For exceptional reasons beyond the control of the beneficiary entity, SEPEPA may authorize an extension, provided that the Sectoral Conference on Vocational Training for Workers allows it.

The payment and settlement are structured as follows:

  • Up to 25% of the amount granted for the entire program, prior to the start of the training activity.
  • Up to an additional 35%, once the start of the training activity has been accredited.
  • A single advance of 60% of the amount granted, once the same start has been accredited.

The start of the activity is understood as the effective beginning of the execution of the training actions or any management act prior to the courses, such as their dissemination through the Trabajastur website or the publication of advertisements. The amount to be paid will be calculated based on the justifying economic report, which must be entered electronically in the enabled computer application.

This call follows that of 2026-2027, approved by Resolution of July 27, 2026 (BOPA no. 148, of August 3, 2026) and whose application period was extended until September 4, 2026, by Resolution of August 11, 2026 (BOPA no. 159, of August 18, 2026). With this new allocation, SEPEPA guarantees the continuity of the offer of professional certificates in Asturias and provides training centers and entities with a multi-year framework to program their actions, while expanding the accredited qualification options for unemployed and employed persons.
