The SEPE publishes the fourth list of substitutes for the Employment Plan

The State Public Employment Service (SEPE), through its Provincial Directorate in Ceuta, has published the fourth list of substitute workers from the final listing of the Labor Insertion Program through works or services of general and social interest 2026, known as the Local Corporations Employment Plan 2026. The resolution, numbered 689, appears in the Official Gazette of the City of Ceuta (BOCCE) No. 6,660, dated October 13, 2026, on page 3638, and covers four positions that remain vacant due to the resignation of their holders.

Procedural Framework and Background

The publication is carried out in accordance with the Offer Management procedure approved by the Call Resolution published in the BOCCE on June 30, 2026, and the Award Resolution disseminated in the BOCCE on August 10, 2026. The announcement is issued, according to the text itself, “for the purposes of maximum dissemination.”

This is the fourth installment of a series that began on September 22, 2026, with the first list of substituted workers from the final listing, continued on September 29 with the second, and on October 6 with the third. The trickle of resignations forces the agency to successively redo the coverage of the awarded positions.

The Four Positions Covered by Resignation

All substitutions are due to the same reason—the resignation of the initially selected worker—and were resolved on October 8, 2026, at 9:00 AM. Personal data are listed with the National Identity Document partially hidden, as published by the gazette:

• Higher Technician in Early Childhood Education: resignation of Mª Aranzazu Pérez Aranda; the position passes to Zarouk Najlaa Lbakkali Gomari, with 11 points.
• Janitor: resignation of Latifa Mustafa Mohamed; covered by Naima Abdeselam Ahmed, with 24.5 points.
• Janitor: resignation of Karim Abdeselam Kassen; assumed by Erhimo Lahacen Mohamed, with 24.5 points.
• Nursing Assistant: resignation of Isabel Moran Mohamed; replaced by Zaida Mercedes Calderón Niño, with 12.8 points.

Documentation and Appeal Period

The four selected individuals must provide the documentation listed in the Annex by sending it to the email address programadeinsercion@ceuta.es, indicating their DNI or NIE number in the subject line.

Against the resolution, which does not end the administrative route, an administrative appeal (recurso de alzada) may be filed before the Provincial Director of the State Public Employment Service of Ceuta within one month starting from the day following the publication of the act. The procedure is supported by articles 121 and 122 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

Impact for interested parties

The fourth list closes, for now, the reallocation of vacant positions of the 2026 Local Corporations Employment Plan in Ceuta and directly affects eight people: the four who resign and the four who take their place. For the new substitutes, the announcement opens a brief and peremptory deadline to submit the required documentation, while any applicant who considers themselves aggrieved by the award has one month to challenge it before the Provincial Directorate of the SEPE.
