El SEPE convoca 40.000 euros para unidades de apoyo de centros especiales de empleo

The State Public Employment Service (SEPE) has announced 40,000 euros in grants to finance the labor and Social Security costs derived from the permanent hiring of workers in the professional activity support units of the Special Employment Centers of Ceuta. The call was approved by a SEPE resolution on October 9, 2026, and published as an extract in the Official Gazette of the Autonomous City of Ceuta (BOCCE) number 6,662, dated October 20, 2026, with document number 694 and the National Grants Database identifier BDNS 934639. Interested entities have ten days to submit their applications.

The call is processed under a competitive bidding regime and is published in accordance with articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Law on Grants, which requires the dissemination of an extract and the submission of the full text to the National Grants Database. The extract was signed in Ceuta on October 9, 2026, by the Provincial Director of the SEPE in Ceuta, by delegation of the Director General of the organization, pursuant to section Seven.3.1.a) of the Resolution of October 6, 2008 of the SEPE (BOE of October 13), amended by the Resolution of November 23, 2023 (BOE of December 21).

Who can apply and what is financed

Beneficiaries may be the entities that own the Special Employment Centers and the centers themselves when they have their own legal personality, provided they prove the requirements of article 5 of Royal Decree 469/2006:

  • That the center is registered as such in the corresponding registry, according to article 7 of Royal Decree 2273/1985, of December 4.
  • That the workforce includes workers with the type and degree of disability established in section 1 of article 3 of Royal Decree 469/2006, of April 21, amended by Royal Decree 818/2021, of September 28.
  • That they comply with the requirements and obligations of articles 13 and 14 of Law 38/2003, of November 17, General Law on Grants.

The objective is to finance the labor and Social Security costs of the permanent hiring of workers in the professional activity support units, within the framework of the personal and social adjustment services of the Special Employment Centers. The regulatory bases are Royal Decree 469/2006, amended by Royal Decree 818/2021, Order TAS/1622/2002, and Law 38/2003.

Amount and multi-year commitment

The grant is financed from the budget credit 19.101.241-A.472.00 of the expenditure budget of SEPE-Ceuta, with a maximum amount of 40,000 euros. The amount is distributed in multi-year expenditure commitments, under the terms of Article 47 of Law 47/2003:

  • Fiscal year 2026: 32,000 euros.
  • Fiscal year 2027: 8,000 euros.

Ten-day deadline and required documentation

The deadline for submitting applications is ten days starting from the day following the publication of the summary in the BOCCE, such that the count begins on October 21, 2026. In accordance with Royal Decree 469/2006, applications must be accompanied by the following documentation:

  • Documentation accrediting the staff of workers with disabilities at the center, specifying the type and degree of disability.
  • Type and duration of the contracts of those workers.
  • Documentation regarding the hiring of the workers who make up the support units and a description of their functions.
  • Employment contracts and justification of labor and Social Security costs.

The full text of the call can be consulted in the National Grants Database, via the address associated with identifier 934639.

The call arrives with a tight schedule: ten days to gather documentation on staff, contracts, and Social Security costs of the support units. For the entities that maintain Special Employment Centers in Ceuta, these grants condition the continuity of the teams that provide personal and social adjustment to workers with disabilities, such that the submission window and the multi-year distribution of the credit—with the bulk of the amount in 2026—determine the planning for the next fiscal year.
