El Salud announces 257 Family Physician positions via voluntary mobility

The Aragonese Health Service has announced the voluntary mobility procedure to fill 257 positions for statutory personnel in the category of Primary Care Family Physician in the Autonomous Community of Aragon. The call is formalized through the Resolution of September 21, 2026, of the Management Directorate of the Aragonese Health Service, published in the Official Gazette of Aragon No. 187, of September 25, 2026, with official reference BOA20260925011. Interested physicians have one month to submit their application.

The resolution is issued to guarantee the right to mobility for the permanent statutory personnel of the Aragonese Health Service, under the terms of Law 55/2003, of December 16, of the Framework Statute for statutory personnel of health services. The procedure is governed by Decree 37/2011, of March 8, of the Government of Aragon, on the selection of statutory personnel and the provision of positions in the centers of the Aragonese Health Service, and by the Recast Text of the Law of the Aragonese Health Service, approved by Legislative Decree 2/2004, of December 30.

The call is published on the same day as the Resolution of September 21, 2026, which regulates the integration of personnel from the Management of Primary Care Urgencies and Emergencies (061 Aragón) and the Primary Care Emergency Services (SUAP) into positions within Primary Care Teams (reference BOA20260925012). Positions that are not awarded in that integration process will be added to those offered in this voluntary mobility.

One-month deadline and exclusively electronic application

The deadline for submitting applications is one month starting from the day following the publication of the call in the Official Gazette of Aragon; if the last day is a non-working day, it is extended to the first following working day. Applications are formalized via the web on the Electronic Human Resources Portal of the Aragonese Health Service (empleo.salud.aragon.es), using the computerized transfer request form, in which the chosen destinations must be listed in order of preference.

Submission and signing are carried out exclusively electronically, using a digital certificate or permanent Cl@ve with advanced level registration. Applicants may cancel or modify their request during the period, and those who wish may condition their transfer to that of another participant for reasons of family coexistence in the same locality.

The vacant positions are detailed in Annex II of the resolution, which is published on the Aragonese Health Service website (section “Family Physician. Transfers 2026”). Additionally, positions that remain vacant through the results system may be accumulated, except for those subject to reorganization or susceptible to population reassignment.

Who can participate and what are the requirements

The following may apply:

• Permanent statutory staff of the National Health System with a permanent appointment in the category subject to the call, in active service, with a reserved position, or in a status other than active originating from a position in such services.
• Career civil servants and permanent contractual staff of the Autonomous Community of Aragon who provide services as permanent staff in health centers of the Aragonese Health Service, in accordance with article 39.4 of Decree 37/2011.
• Career civil servants and permanent contractual staff of the regional Administration included in Annex I of Decree 51/2004, of March 9, in active service; if awarded a position, they are automatically integrated as statutory staff effective from the date of taking office.

Requirements include having taken possession of the position at least one year before the application deadline and, for staff on voluntary leave under sections a) and c) of article 67 of the Framework Statute, proving a minimum stay of two years in that situation. Those under a firm suspension of duties may not participate for the duration of the suspension.

Scoring scale, evaluation committee, and resolution

Positions are awarded according to the merit scale in Annex I, which values professional experience in public centers of the National Health System and the European Union at a rate of 0.30 points per month in the same category and specialty, and uninterrupted tenure in the last permanent position at 0.25 points per month, up to a maximum of 30 points. Services provided in relation to COVID-19 are scored at 0.60 points per month, with a cap of 6 points.

An Evaluation Committee of at least five members, with a president and a secretary, will evaluate the merits and propose the allocation according to the order of preference of destinations. In the event of a tie, the longest period of service in the last permanent destination will be considered and, if the tie persists, the alphabetical order of the surname according to the draw of the Aragonese Institute of Public Administration.

Following the application period, the provisional list of admitted and excluded applicants will be published, with ten business days to correct errors; subsequently, the final list and the provisional resolution of scores and destinations will be published in the Official Gazette of Aragon, with another ten business days for claims.

Taking office and appeals

The successful applicants must vacate their current position within three business days following the publication of the final resolution, unless another date is justified or there are healthcare coverage issues. The assumption of duty takes place within three business days if the current and assigned positions are in the same province, fifteen business days if they are in different provinces, and one month if the position corresponds to another health service. Transfers are voluntary and do not entitle the individual to any compensation.

An administrative appeal (recurso de alzada) may be filed against the resolution, which does not exhaust administrative remedies, before the head of the Department of Health within one month from the day following its publication. The document was signed in Zaragoza on September 21, 2026, by the Managing Director of the Aragonese Health Service, José Ignacio Castaño Lasaosa.

The call directly affects the coverage of clinics and health centers throughout Aragon and provides family physicians with the opportunity to choose their destination within the community. With 257 positions at stake and a one-month deadline, the process becomes the primary means of reorganizing the Primary Care staff of the Aragonese Health Service this autumn.
