El Salobre revisa su planeamiento: aprobación inicial de la modificación del PGOU

The San Bartolomé de Tirajana City Council has opened the public information period for the initial approval of the Minor Modification of the municipal General Urban Development Plan (PGOU) in the rural settlement of the area known as Isla Jamaica, in El Salobre. The agreement was adopted by the City Council Plenary in an ordinary session on October 1, 2026, and is published in the Official Gazette of the Canary Islands no. 216, of October 28, 2026, in announcement no. 3720. Residents and affected parties have 45 business days to submit allegations.

The agreement and its processing

The announcement, dated October 8, 2026, states that the municipal Plenary initially approved the minor modification of the urban planning instrument. The file is being processed under number 8334/2024 of Planning and its promoter is the Association Platform of Affected Parties of El Salobre, Lomo los Azules and Surrounding Areas.

The initial approval is the first step of the procedure: it does not finalize the content of the modification, but rather opens the phase in which any interested party can examine the documentation and challenge it before the final approval.

Deadlines and submission of allegations

The file, with all its graphic and written documentation, is submitted for public information in accordance with articles 164 and 165 of Law 4/2017, of July 13, on Land and Protected Natural Spaces of the Canary Islands. The conditions of the process are:

  • Deadline: forty-five business days.
  • Calculation: from the day following the publication in the Official Gazette of the Canary Islands, that is, starting from October 29, 2026.
  • Place of submission: General Registry of the San Bartolomé de Tirajana City Council, in writing.
  • Purpose: allegations, claims, or observations deemed appropriate.
  • File consultation: municipal website www.maspalomas.com, in the notice board-public exhibition section.
  • Parallel process: consultations with the different administrations.

Background: second file in the same area

This is not the first minor modification that the City Council is promoting in this environment of southern Gran Canaria. On September 18, 2026, the same gazette published announcement no. 3287, regarding the Minor Modification of the PGOU of the rural settlement Salobre Bajo, also promoted by the Association Platform of Affected Parties of El Salobre, Lomo los Azules and Surrounding Areas, agreed upon by the Plenary on July 2, 2026, processed under file 2765/2024 and with an identical deadline of 45 business days.

The announcement is signed by the Councilor for the Government Area of Urbanism, Heritage, Patrimonial Responsibility and Housing, Alejandro Iván Marichal Ramos, appointed by Decree no. 3266, of 21.6.2023.

Impact for residents

The publication formalizes the right of the residents of Isla Jamaica and the rest of El Salobre to intervene in the definition of the land they occupy, an area historically affected by the lack of urban regularization. The period of 45 business days makes this procedure the effective window to correct or challenge the content of the modification before the file returns to the Plenary for final approval.
