The Principality executes a judgment of 17,044 euros for cleaning invoices

The Principality of Asturias will execute the judgment sentencing it to pay the company Bedunde, S. L. for unpaid cleaning invoices. The Department of Social Rights and Welfare has issued a resolution, dated October 16, 2026, and published in the Official Gazette of the Principality of Asturias (BOPA) no. 211, of October 30, 2026, which provides for the execution of judgment 635/2026 from the Contentious-Administrative Chamber of the High Court of Justice of Asturias.
The resolution, included in section I of the gazette and processed under code 2026-08616, orders the execution of the judicial ruling “on its own terms” and accounts for the amount recognized for the company. The text is signed by the counselor Nerea Monroy Rosal and is based on article 26 of Decree 20/1997, of March 20, which regulates the organization and functioning of the Legal Service of the Principality of Asturias.
The origin of the litigation
The judgment, issued on July 7, 2026, resolved the contentious-administrative appeal P. O. 802/2025, filed by Bedunde, S. L. —represented by the court agent Mr. L. I. L.— against the presumed dismissal of the claim that the company submitted on October 15, 2025, to the Department of Social Rights and Welfare.
The claim concerned the payment of invoices for the provision of cleaning services in various centers dependent on the Principality, an activity that the company carried out during a large part of 2025 without receiving payment.
Figures of the condemnation
The ruling, reproduced literally in the published resolution, partially upholds the appeal and annuls the administrative dismissal for being contrary to Law. The recognized amounts are as follows:
- Principal debt for services rendered: 16,108.10 euros.
- Late payment interest: 936.18 euros.
- Total to be paid: 17,044.28 euros.
- Legal costs: not imposed on either party.
The invoiced and unpaid period corresponds to the months of January to September 2025, as detailed in the text of the judgment transcribed by the regional Executive. The resolution does not include a payment schedule or a specific deadline to make the transfer effective.
A failed prior administrative procedure
The case follows the usual path of minor contracting and service conflicts: the company claims through administrative channels before the debtor department, the administration does not respond within the deadline, and the lack of response is interpreted as a presumed dismissal. This silence was what led Bedunde, S. L. to turn to the contentious-administrative jurisdiction, where it obtained a partially favorable judgment.
The Executive argues for the execution on the grounds that the judgment “has become final,” which closes the route for appeal and turns the judicial mandate into an enforceable budgetary obligation. The publication in the BOPA thus serves a dual purpose: it provides public notice of the act and formalizes the recognition of the debt toward the provider.
Why it matters to providers
The resolution confirms that companies providing services to the regional administration can claim unpaid debts through judicial channels and obtain not only the principal amount but also the accumulated late-payment interests. For providers with outstanding invoices from previous fiscal years, the document establishes a clear criterion: the lack of response from the department does not extinguish the debt, and administrative silence ultimately incurs a cost for the public treasury in the form of interest.
