The price of protected housing rises 7% to 2,568 euros

The maximum sale price of publicly protected housing in the Valencian Community rises by 7% in 2026 and is set at 2,568 euros per square metre of useful floor area. This is established by the resolution of 13 August 2026 of the First Vice-Presidency and Regional Ministry of Housing, Employment, Youth and Equality, published in the Official Journal of the Valencian Government (DOGV) No. 10429, of 14 August 2026 (official reference: document 2026/27021). The new rate applies from the day following its publication.
The measure updates, for the 2026 financial year, the standard value of the module that determines the maximum sale price of publicly protected housing (VPP), in application of the sixth transitional provision of Decree 180/2024, of 10 December, of the Regional Government, which regulates its legal regime. That provision, introduced by Law 5/2026, of 31 July, on fiscal, administrative and financial management and organisation measures of the Regional Government, authorises the regional ministry competent in housing matters to update the price when warranted by the accredited evolution of construction, materials, energy, labour or financing costs, justified in the corresponding economic report.
Decree 180/2024 set the standard value at 2,400 €/m² of useful floor area until the approval of the implementing order of the dynamic module, consisting of a standard value calculated on the basis of the basic building module published by the Valencian Institute of Building and a value adjusted to the objective circumstances of each municipality. The 2026 update is based on the economic report prepared by the Deputy Directorate-General for Housing, Rehabilitation and Urban Regeneration, which accredits the evolution of economic conditions and recommends a variation greater than the estimate obtained from the CPI.
The price increases by 7%
The 7% increase leaves the maximum sale price at 2,568 €/m² of useful floor area, compared with the previous 2,400 €/m². The evolution of the module has been as follows:
- 1,212.80 and 1,819.20 €/m²: the reference values in force until June 2023;
- 2,200 €/m² of useful floor area: the single price set in June 2023, between 20.93% and 81.40% higher than the previous ones;
- 2,400 €/m² of useful floor area: the standard value established by Decree 180/2024;
- 2,568 €/m² of useful floor area: the new value for 2026, 7% higher.
Construction costs: from the pandemic to the dana
The resolution notes an extraordinary and sustained increase in construction costs in recent years, attributable to factors of international scope and, within the Valencian Community, to reconstruction after the dana of October 2024.
- the disruption of supply chains derived from the pandemic;
- the energy and raw materials crisis caused by international conflicts, especially the war in Ukraine and the tensions in the Middle East;
- the progressive rise in the cost of specialized labor and other production factors;
- the additional pressure on labor and construction resources due to the reconstruction and rehabilitation works carried out after the DANA of October 2024.
Validity, scope of application and appeals
The resolution, signed on 13 August 2026 by Susana Camarero Benítez, first vice president and Minister of Housing, also applies to files with provisional qualification obtained before its entry into force, in the cases, requirements, limits and exceptions provided for in the sixth transitional provision of Decree 180/2024. The resolution, which ends the administrative route, may be challenged by:
- an optional appeal for reconsideration before the same body, within one month;
- an administrative appeal before the Administrative Litigation Division of the High Court of Justice of the Valencian Community, within two months.
The update comes in the midst of the full reactivation of protected housing development promoted by the Consell within the framework of the “Vive” plan and affects buyers and developers throughout the entire Community. By transferring to the maximum price the real evolution of costs, the Generalitat seeks to maintain the viability of new developments, on public and private land, and guarantee a sufficient stock of protected housing in a scenario in which construction costs continue to rise.
