Parliament approves oversight of real investments and public procurement.

The Parliament of the Canary Islands has approved the audit reports by the Canary Islands Court of Auditors on the use of the negotiated procedure without publicity by the public business sector and on the budget execution of real investments by the Autonomous Community in fiscal years 2019-2023. The House urges the Government of the Canary Islands to address the recommendations arising from both works, and the resolutions are published in the Official Gazette of the Canary Islands (BOC) number 162, of 13 August 2026, in section III on other resolutions.
Both reports were debated on 27 July 2026 by the Committee on Relations with the Canary Islands Court of Auditors, after which the House adopted two resolutions, the publication of which was ordered by the Presidency on 31 July 2026 under article 197.8 of the Rules of Procedure of the Parliament of the Canary Islands. The texts appear signed by the Secretary General, Salvador Iglesias Machado, by delegation from the Presidency. The files processed are 11L/IAC-0027 and 11L/IAC-0048.
Negotiated procedure without publicity in public companies
Resolution 2903 (page 31532) approves the audit report on the use of the negotiated procedure without publicity by public commercial companies and public business entities, file 11L/IAC-0027. The Parliament of the Canary Islands urges the Government of the Canary Islands to, in turn, urge those companies and entities to address the report’s recommendations, without adding any other specific requirements in the resolution.
Real investments: from appropriation to execution
Resolution 2904 (pages 31533-31534) validates the audit report on the budget execution of Chapter VI, Real Investments, of the Autonomous Community of the Canary Islands, fiscal years 2019-2023, file 11L/IAC-0048. In addition to approving the report, the House urges the Government to adopt five lines of action:
- Establish in the rules for drafting the general budgets minimum project maturity requirements —land availability, drafted and reviewed technical project, environmental declaration, permits and authorizations— for their inclusion in the chapter.
- Create or reinforce in each department with relevant investment administrative units specialized in planning, preparation, processing and monitoring of projects, with sufficient personnel, technical and legal means.
- Reorganize regional public procurement, concentrating and specializing the contracting units linked to real investments, with qualified staff, specific training and technological tools.
- Implement a prior maturity classification system, an “execution traffic light” that differentiates projects ready to be tendered, with pending procedures and immature actions, so that the budget distinguishes executable investment, in preparation and preliminary studies.
- Approve an action plan for projects with the largest surpluses or zero execution over several fiscal years, identifying the responsible body, pending amount, cause of non-execution, unblocking schedule and the final decision: execution, reformulation, reprogramming or budget write-off.
More control over public money
With these agreements, the Parliament of the Canary Islands strengthens oversight of the public business sector and regional investment, two areas repeatedly highlighted by the audit body. For citizens, the impact is concrete: the Chamber calls for the budget allocated to real investments to ultimately be executed and sets measurable criteria —project maturity, specialized units, execution traffic light and action plan— that should be transferred to the next general budgets of the Autonomous Community.
