The Revenue Agency calls for five head positions through a merit-based competition

The Autonomous Body for Tax Collection and Management (OAR) of the Provincial Council of Badajoz has approved the call for a specific merit-based competition to fill five management positions. The resolution is issued by the Delegated Deputy of the OAR by delegation of the President of the corporation and is published in the Official Gazette of the Province of Badajoz No. 180, of September 21, 2026, under reference Announcement 3652/2026, within the Local Administration section.
The call is based on Article 79 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of Public Employees, and Article 115 of Law 13/2015, of April 8, on the Public Service of Extremadura, in relation to Articles 97, 101, and 102 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime. The measure is part of the body’s job position list and comes just one month after the OAR called for three other management positions via Announcement 3390/2026, published in BOP No. 164, of August 27, 2026.
Five positions with fixed destination supplement and remuneration
Annex I of the rules details the called positions, all of which are assigned to the Local Administration of the Provincial Council of Badajoz and include a specific supplement referred to fourteen annual payments:
- Head of Inspection Unit (position 05493): destination supplement 23, specific supplement of 15,241.10 euros, subgroup C1.
- Head of Procurement Office (position 05492): destination supplement 20, specific supplement of 10,503.92 euros, subgroup C1/C2.
- Head of IBI Refund Office (position 05494): destination supplement 20, specific supplement of 10,503.92 euros, subgroup C1/C2.
- Head of Appeals Office (position 00759): destination supplement 20, specific supplement of 10,503.92 euros, subgroup C1/C2.
- Head of Public Attention Office (position 05219): destination supplement 20, specific supplement of 10,503.92 euros, subgroup C1/C2.
All positions require a degree in General Administration or Special Administration and entail conditions of special dedication, flexible scheduling, and extended working hours. Specific functions range from the inspection of taxes delegated by city councils and the Economic Activities Tax to the processing of procurement files, claims for IBI revenue refunds, appeals against payment orders and seizure proceedings, and the coordination of public attention offices.
Fifteen business days to submit the application electronically
Career civil servants of the Provincial Council of Badajoz or its autonomous bodies who hold a position and scale indicated in Annex I may apply, regardless of their administrative status, except in the case of a final suspension. A minimum of two years must have elapsed since taking possession of a permanent position, except in cases of removal or suppression, and the requirements and qualifications for the position must be met.
Applications shall be submitted exclusively through the electronic office of the Provincial Council of Badajoz, available twenty-four hours a day throughout the application period. The period is fifteen business days starting from the day following the publication of an extract of the call in the Official State Gazette. Applications may be withdrawn until the day following the publication of the appointment of the members of the Technical Evaluation Commission.
Two phases, twenty-page report and evaluation commission
The process consists of two eliminatory phases. The first, based on general merits, is valued at a maximum of 7.5 points and a minimum score of 2, and considers the consolidated personal grade, the work developed (0.35 points per year), training courses, and seniority in the provincial corporation (0.25 points per year, up to 3). The second, based on specific merits, is valued at a maximum of 2.5 points and a minimum of 1, and consists of the presentation and defense of a report on the organization and management of the department’s resources, with a maximum length of twenty A4 pages and a presentation not exceeding twenty minutes, without the support of computer programs.
The Technical Evaluation Commission will be constituted for each area or organic unit. It will be chaired by the director of the Area of Public Employees, Occupational Health and Safety or the affected area, with five members—three chosen by lottery and two designated by that area—and a secretary who is a civil servant of the same department. Trade union organizations may participate as observers.
Six months for resolution and deadlines for taking possession
The period to resolve the competition is six months from the day following the end of the application period, and the resolution will be published in the Official Provincial Gazette. Ties will be broken by the order of specific merits, personal grade, work developed, qualification, seniority, and courses, and as a last resort by lottery. The assigned destinations are non-waivable unless another destination is obtained through a public call before the completion of the taking of possession.
The termination of duties must take place within three business days following the publication of the resolution, and the assumption of office within three business days if it does not involve a change of residence, or ten if it does. Exceptionally, the termination may be deferred for service needs for up to twenty business days. Against the bases, which exhaust the administrative route, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal within two months. The announcement appears signed by the Chief Clerk, Fernanda Rubio Cortés.
The call for applications is of direct interest to the civil service personnel of the province, who see an internal promotion route opened via a merit-based competition in a body with delegated tax collection powers over numerous city councils. With five leadership positions at stake and a procedure regulated by eliminatory phases, the OAR reinforces its structures for inspection, contracting, refunds, appeals, and citizen services.
