El Ministerio autoriza baterías de 16,44 megavatios en Alcázar de San Juan

The Ministry for the Ecological Transition and the Demographic Challenge, through the General Directorate of Energy Policy and Mines, has granted Planta Solar Alcázar 2, S.L. the prior administrative authorization for the battery storage module BESS Alcázar 2, with an installed capacity of 16.44 MW, intended to hybridize the existing photovoltaic plant FV Alcázar 2, which has 45 MW. The resolution, with reference PFot-ALM-062 (AAP) and announcement number 3528, is published in the Official Gazette of the Province of Ciudad Real number 211, dated Monday, November 2, 2026, pages 10306 to 10312, in the municipality of Alcázar de San Juan.

A 61.44 MW photovoltaic and storage hybrid

The authorization is granted under Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical energy installations, and Law 21/2013, of December 9, on environmental assessment. The file was initiated in the Industry and Energy Area of the Government Sub-delegation in Ciudad Real, which issued a report on May 15, 2025.

The result is a hybrid installation with 61.44 MW of installed capacity, according to the definition in Article 5 of Royal Decree 997/2025, of November 5, which the resolution expressly applies. The reference technical project is titled “Battery Energy Storage System Hybridization FV Alcázar 2”, dated October 12, 2023, and is completed with a power justification addendum dated October 2, 2026.

The company requested the authorization on November 10, 2023, and the processing required corrections on five occasions: August 21, 2024, September 2, 2024, November 14, 2024, and February 5, 2025, in addition to the initial submission.

Technical sheet: lithium-ion, 32.875 MWh and Chinese-made cells

The characteristics of the module declared in the resolution are as follows:

  • Storage type: lithium-ion.
  • Energy storage capacity: 32.875 MWh.
  • Battery system duration: 2 hours.
  • Cells: 65,856 LiFePO₄ prismatic cells, model LI-156C from manufacturer CATL, with a maximum unit active power of 249.6 W.
  • Inverters: 9 DC/AC inverters integrated into Tesla Megapack 2 XL containers, 2.4 MW each.
  • Transformers: 5 LV-LV/MV units from Construcciones Eléctricas JARA, S.L., 4.2 MW each.
  • Generation access capacity recognized by Red Eléctrica de España, S.A.U.: 36.08 MW.

No neighborhood objections during the public information period

The public information process was published on August 26, 2024, in the Official Gazette of the Province of Ciudad Real and on August 29, 2024, in the Official State Gazette, without any allegations being presented. The environmental impact assessment was resolved through a simplified procedure via a report from the General Directorate of Environmental Quality and Evaluation, dated January 19, 2026, published in BOE number 24, on January 27, 2026, which concluded that no significant adverse effects are foreseeable.

Conditions from affected administrations and companies were accumulated and accepted by the promoter:

  • State Road Demarcation in Castilla-La Mancha, General Directorate of Roads and Transport of the Regional Government of Castilla-La Mancha, and the Provincial Council of Ciudad Real, without opposition.
  • General Directorate of Energy Transition, Red Eléctrica de España, S.A.U., City Council of Alcázar de San Juan, and the Guadiana Hydrographic Confederation, with conditions.
  • General Directorate of Territorial Planning and Urbanism, which did not respond and is understood to be in agreement pursuant to article 127.2 of Royal Decree 1955/2000.

Among the environmental prescriptions are the use of existing infrastructure from the photovoltaic plants, retention basins for polluting substances, and monitored alert and response systems for battery fires.

Shared evacuation and three-month deadline

The evacuation will connect to the transmission network at the Carroyuelas 220 kV substation, owned by Red Eléctrica de España, S.A.U., via 30 kV underground lines to the Jarrina 30/220 kV substation. The distribution of responsibilities among the holders sharing the position will be done proportionally to their access capacity, as the promoter did not provide the agreement required by article 21.5 of Law 24/2013, of December 26, on the Electricity Sector.

The promoter has three months to request the administrative construction authorization and justify whether the conditions reduce the authorized power; otherwise, the authorization will expire. Against the resolution, which does not exhaust administrative remedies, an administrative appeal (recurso de alzada) may be filed before the Secretary of State for Energy within one month. Signed by the general director, Manuel García Hernández.

One more piece of the storage deployment in La Mancha

The authorization arrives three days after the same bulletin published resolution PFot-ALM-061 (AAP) for the twin module BESS Alcázar 1, on October 30, 2026, confirming the developer’s strategy to provide backup for its two solar parks. For the residents and landowners of Alcázar de San Juan, the project consolidates the municipality’s conversion into an energy generation and storage node, along with the fire safety and soil protection obligations imposed by the environmental report. The local interest lies in the fact that the installation does not add new generation surface area, but rather utilizes existing evacuation routes and roads.
