The Foral Youth Institute opens its 2026 selection process

The Provincial Youth Institute, an autonomous body of the Provincial Council of Álava, has opened the 2026 selection process for the hiring of contractual staff, through Resolution 110/2026, of April 24, of the Board of Directors, published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 105, of September 14, 2026. Applications may be submitted from September 14 to 30, 2026, both inclusive.

The call implements the 2023 public employment offer, approved by Agreement of the Provincial Government Council 611/2023, and has been previously negotiated with the Works Council, in accordance with article 194.2, letter e) of Law 11/2022, of December 1, on Basque Public Employment. The resolution, signed in Vitoria-Gasteiz on September 7, 2026, bears the signature of the Deputy for Culture and Sport, Ana María del Val Sancho, and the Director-Manager of the Institute, Juan José Rojo Bazán.

The advertised position

The process covers one position for Hostel and Youth Administrative Assistant, under a contractual staff regime, through a competitive examination system (concurso-oposición). To apply, the following are required:

High School Diploma or Technical Degree (Intermediate or Higher Vocational Training), or another equivalent qualification.
Driving license B.
Basque language linguistic profile PL2.
The general requirements of the rules: nationality, minimum age of 16, and not being disqualified from public employment.

The functions of the position are carried out in the general services of the Institute and in the youth hostel, and include public attention, the registration and archiving of files, the processing of grants, and assistance to hostel users, as well as substituting for its director during absences.

Phases of the selection process

The procedure combines an examination phase, a Basque language test, and a merit phase:

First test: a written questionnaire with four-alternative questions, graded from 0 to 40 points, with a minimum of 20 to pass.
Second test: one or more theoretical cases regarding the functions of the position, graded from 0 to 60 points, with a minimum of 30.
Basque language test: accreditation of the linguistic profile PL2, which is mandatory for this position.
Merit phase: assessment of merits, with up to 40 points for experience in Public Administration and up to 5 points for computer skills accredited through the IT Txartela system.

The tests will not begin before two months from the closing date for applications, and the order of action will be determined by draw.

Submission of applications

Applications shall be submitted electronically, via digital identification, through the form enabled on the IVAP Employment Portal, or at the Basque Government’s KZgunea public centers. Persons with disabilities requesting adaptations must provide the technical medical report at the Institute’s offices, located at calle Joaquín José Landazuri 3 bajo in Vitoria-Gasteiz.

After the deadline closes, the Deputy for Culture and Sport will issue the provisional list of admitted and excluded candidates, published in the BOTHA, with a period of ten business days for claims. Once the process is resolved, a temporary job bank will be established with the applicants who pass the competitive examination and exceed the number of available positions.

Relevance of the call

The resolution, which exhausts the administrative route, may be appealed for reversal within one month or before the Contentious-Administrative Courts of Vitoria-Gasteiz within two months.
