El Instituto Aragonés del Agua revoca la autorización a Servyeco Iberia

The Aragonese Water Institute (IAA) has revoked the authorization granted to Servyeco Iberia, SL to act as a collaborating entity regarding water quality. The decision was signed by the director of the organization, Eva Sierra Vinagre, via Resolution of October 13, 2026, published in the Official Gazette of Aragon (BOA) number 207, of October 26, 2026, with official reference BOA20261026037, within section V of announcements of the Department of Environment and Tourism.

A sixteen-year history in the registry

The company had been listed in the Registry of collaborating entities regarding water quality for more than a decade and a half. The file reconstructs its administrative trajectory:

  • Resolution of July 9, 2010, from the Direction of the IAA: registration of Serviecología y Tratamiento de Aguas, SL (Servyeco, SL) in accordance with the Order of July 30, 2002, of the Department of Environment.
  • Resolution of August 1, 2025: modification of the registration, at the request of the entity itself, to record the change of corporate name to Servyeco Iberia, SL.
  • Registration number in the registry: REC-27.

The status of collaborating entity enables these companies to intervene in official water quality analyses and controls, such that their accreditation supports the validity of the actions they perform on behalf of the Administration.

The documentary non-compliance that originated the file

Article twelve, paragraph 4, of the Order of July 30, 2002, obliges collaborating entities to submit an annual activity report before March 1 of each year, indicating the companies in which they have intervened and their results. Along with this, they must provide a responsible declaration regarding the permanence of the personal, material, and technical means that supported the accreditation, as well as a copy of the current civil liability insurance policy and the document proving payment of the premium.

According to the resolution, Servyeco Iberia, SL omitted the submission of this set of documents in 2026. The chronology of the procedure was as follows:

  • May 28, 2026: the IAA sends a reminder of the obligation, with a warning that non-compliance would lead to the initiation of revocation proceedings.
  • June 3, 2026: notification of the requirement, with a fifteen-day deadline.
  • September 3, 2026: resolution of the Direction of the IAA initiating the revocation file and granting a fifteen-day hearing.
  • September 9, 2026: notification of the initiation.
  • September 30, 2026: conclusion of the hearing process.

The entity did not submit the documentation within the deadline nor subsequently, nor did it submit any allegations during the hearing.

Loss of conditions and effects of the revocation

The legal basis invoked is article thirteen, paragraph 1, letter g), of the Order of July 30, 2002, which allows for the revocation of the authorization, at any time and without right to compensation, due to the loss of the conditions that determined the registration in the registry. The IAA concludes that, as the documentation was not provided, the maintenance of those means and guarantees has not been proven.

Paragraph 2 of the same article assigns the competence to agree upon the revocation to the director of the organization, following a procedure with a hearing for the interested party. The operative part of the resolution establishes:

  • To revoke the authorization of Servyeco Iberia, SL as a collaborating entity of the IAA regarding water quality.
  • To cancel its registration in the registry, number REC-27, and nullify the corresponding accreditation, which may not be used for any purpose.
  • To publish the resolution in the BOA and notify the interested party.

Against the resolution, which does not exhaust the administrative route, an appeal for reversal (recurso de alzada) may be filed before the Counselor of Environment and Tourism within one month from the day following the notification.

Consequences for water control

The withdrawal of the accreditation implies that the company ceases to be able to act as a collaborating entity of the Aragonese Water Institute, meaning it loses the authorization to perform the water quality analyses and controls it had been carrying out under the protection of the regional registry. Furthermore, the case illustrates the control mechanism that Aragonese regulations impose on these entities: accreditation is not permanent, but is maintained only as long as the validity of the technical means and the civil liability insurance is documented, and non-compliance can lead to revocation without compensation.
