El INE renueva sus comisiones permanentes y crea dos temporales para 2026-2027

The General Council of the National Electoral Institute approved the new composition and chairmanships of its standing committees and created two temporary committees: the Vote of Mexicans Residing Abroad and the Transparency, Access to Information, and Protection of Personal Data committee. The determination is contained in agreement INE/CG553/2026, published in the Official Gazette of the Federation on Monday, October 12, 2026, pages 262 to 286, and was approved unanimously in an extraordinary session on September 10, 2026.

Context and regulatory framework

The agreement is issued based on Article 42, numerals 1 and 2, of the General Law of Electoral Institutions and Procedures (LGIPE) and the Commission Regulations of the General Council, which empower the superior governing body of the INE to compose its committees, guarantee gender parity, and ratify rotating chairmanships on an annual basis. Electoral councilors may participate in up to four standing committees for a period of three years.

The reform to the LGIPE regarding Integrity in Candidacies, published in the DOF on June 2, 2026, incorporated the Committee for the Verification of Integrity in Candidacies into the catalog of standing committees, with three members and an annual rotating chairmanship. The new agreement aligns the term of that committee—previously established through agreement INE/CG482/2026—with the rest of the standing committees, in order to balance the workloads among the councilors.

Chairmanships of the standing committees

  • Electoral Training and Civic Education: José Martín Fernando Faz Mora.
  • Electoral Organization: Blanca Yassahara Cruz García.
  • Prerogatives and Political Parties, and Radio and Television Committee: Arturo Manuel Chávez López.
  • National Professional Electoral Service: Rita Bell López Vences.
  • Federal Register of Voters: Blanca Yassahara Cruz García.
  • Complaints and Denunciations: Frida Denisse Gómez Puga.
  • Fiscalization: Jorge Montaño Ventura.
  • Linking with Local Public Bodies: Uuc-kib Espadas Ancona.
  • Gender Equality and Non-Discrimination: Carla Astrid Humphrey Jordán.
  • Verification of Integrity in Candidacies: Arturo Manuel Chávez López.

The two temporary committees

The Temporary Commission for the Vote of Mexicans Residing Abroad will be chaired by Frida Denisse Gómez Puga, with Arturo Castillo Loza, Blanca Yassahara Cruz García, Uuc-kib Espadas Ancona, and Rita Bell López Vences as members; the Executive Directorate of the Federal Registry of Voters will serve as the Technical Secretariat. Its purpose is to monitor the planning, organization, and implementation of this voting modality during the 2026-2027 Federal Electoral Process, and it must ratify or modify the Comprehensive Promotion Strategy for the VMRE 2025-2027.

The Temporary Commission for Transparency, Access to Information, and Protection of Personal Data will be chaired by Jorge Montaño Ventura, with Arturo Manuel Chávez López and Norma Irene de la Cruz Magaña as members, and the Technical Unit for Transparency and Protection of Personal Data as the Technical Secretariat. It will exercise the powers set forth in Article 79, numeral 3, of the Internal Regulations.

Both will enter into function the day after the approval of the agreement and will be dissolved in the first week of September 2027, following a final report before the General Council.

Merger and continuity of the electoral process

The agreement also merges the commissions for Electoral Training and Civic Education and Electoral Organization into the Commission for Electoral Training and Organization, chaired by Norma Irene de la Cruz Magaña, which will monitor the Comprehensive Plan and Calendar of the 2026-2027 Concurrent Electoral Process and the design, implementation, and operation of the Preliminary Electoral Results Program (PREP). The two original commissions will resume their individual operation upon the conclusion of the electoral process.

Additionally, the Editorial Committee, chaired by José Martín Fernando Faz Mora, was reinstated, and the Temporary 2027 Budget Commission, chaired by Jorge Montaño Ventura, remains in effect until the Council approves the Institute’s budget for the 2027 fiscal year.

The new commission architecture defines who will lead the organization of the 2026-2027 Federal Electoral Process and the concurrent local processes, including the vote of Mexicans abroad and the PREP. The agreement was approved unanimously by the electoral councilors and the presiding councilor Guadalupe Taddei Zavala, and orders its publication in the DOF and in the Institute’s Electoral Gazette.
