INAGA formulates the environmental impact of the Andorra-Caspe hydrogen pipeline
Por FactBox Admin

The Aragonese Institute of Environmental Management (INAGA) has formulated the environmental impact statement for the pipeline project of a green hydrogen plant that runs through the municipal boundaries of Andorra and Alcañiz (Teruel) and Caspe (Zaragoza), as part of the Andorra-Caspe backbone network connection. The decision is contained in the Resolution of September 2, 2026, from INAGA, which the Official Gazette of Aragon publishes this October 22, 2026 (number 205) via an announcement from the Department of Environment and Tourism. The file is processed under number INAGA 500201/01/2025/10395 and the official publication reference is BOA20261022032.
The announcement is inserted in section V of the gazette, dedicated to announcements, and publicizes the resolution formulating the environmental impact statement for a hydrogen transport infrastructure associated with a production plant. The project promoter is the company CI ETF I Green Hydrogen for Spain, SL, according to the basic file data included in the announcement itself.
The essential data of the published file are as follows:
- Resolving body: Aragonese Institute of Environmental Management (INAGA), attached to the Department of Environment and Tourism.
- File number: INAGA 500201/01/2025/10395.
- Promoter: CI ETF I Green Hydrogen for Spain, SL.
- Object: pipeline project for a green hydrogen plant. Connection to the Andorra-Caspe backbone network.
- Affected municipalities: Andorra and Alcañiz, in the province of Teruel, and Caspe, in the province of Zaragoza.
- Resolution date: September 2, 2026.
- Publication date: October 22, 2026, in the Official Gazette of Aragon number 205.
The legal framework of the decision
The publication is ordered in accordance with the provisions of article 33.4 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon, a regulation that governs the environmental assessment of plans, programs, and projects in the autonomous community and assigns INAGA the formulation of environmental impact statements.
The published text is a publicity announcement of the resolution, not the full content of the environmental conditions. The gazette expressly refers to the consultation of the complete information of the resolution through the link enabled by the Government of Aragon, https://aplicaciones.aragon.es/inachkdoc/, where the document can be located with the Secure Verification Code CSVQA-0CY6I-3TFBR OAREG.
A route between two provinces
The project affects three municipalities in two provinces and runs along the axis connecting the Andorra mining basin, in Teruel, with Caspe, in Zaragoza, an area with a prior presence of energy and industrial facilities. The project’s name, “Andorra-Caspe backbone network connection,” positions the infrastructure as a link branch between the green hydrogen plant and the transmission network, making the pipeline the piece that allows the production to be evacuated.
The resolution bears the signature of the Head of Technical Area II of Natural Environment, Juan Enrique Net Ortega, and is dated in Zaragoza on October 7, 2026, fifteen days before its appearance in the bulletin.
Closing
The formulation of the environmental impact statement is the administrative step that sets the environmental conditions to which the pipeline is subject and unlocks the processing of the energy project. For the involved municipalities, the publication in the Official Gazette of Aragon opens public access to the content of the resolution and allows for knowledge of the scope of the measures imposed on an infrastructure that crosses the land of Andorra, Alcañiz, and Caspe.
