El Govern sotmet a informació pública el Reglament del Cos d'Acció Exterior

The Department of European Union and Foreign Action has opened for public consultation the Draft decree approving the Regulations of the Foreign Action and European Union Corps of the Administration of the Generalitat de Catalunya. The procedure was formalized through an edict dated September 29, 2026, signed by the secretary general of the department, Lorena Elvira Ayuso, and published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9761, of September 30, 2026, with the reference CVE-DOGC-A-26272034-2026. Interested parties have fifteen business days to submit allegations.

The department is processing the drafting of this regulatory project, which is intended to provide its own regulations for the specific corps in charge of foreign action and relations with the European Union within the Administration of the Generalitat. The call for this procedure is framed within Article 68 of Law 26/2010, of August 3, on the legal regime and procedure of the public administrations of Catalonia, which requires draft regulatory provisions to be submitted for public consultation. The sectoral reference framework is Law 16/2014, of December 4, on foreign action and relations with the European Union.

Fifteen business days of citizen participation

The participation period is fifteen business days and is counted from the day following the date of publication of the edict in the DOGC. During this period, citizens may submit observations, suggestions, or allegations regarding the text of the draft decree.

The stated objective of the procedure is to allow citizen participation in the drafting process of the regulation before the Government definitively approves it.

Where the file can be consulted

The complete file of the Draft decree can be examined throughout the public consultation period in two locations:

  • The electronic headquarters of Open Government, in the section for regulations under processing of the Department of European Union and Foreign Action.
  • The headquarters of the General Secretariat of the Department of European Union and Foreign Action, at Carrer de la Pietat, 2, 08002 Barcelona, during office hours.

How to submit allegations

Observations, suggestions, or allegations can be submitted through several channels:

  • In person at the same headquarters where the Draft decree can be examined.
  • Electronically using the generic request form available at Tràmits Gencat, indicating as the subject “Allegations to the Draft decree approving the Regulations of the Foreign Action and European Union Corps of the Administration of the Generalitat de Catalunya” and addressing the request to the Department of European Union and Foreign Action.
  • At any of the locations provided for in Article 25 of Law 26/2010, of August 3, or Article 16.4 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.

The edict is signed in Barcelona on September 29, 2026, by the general secretary of the department and bears the internal publication identification number (26.272.034).

The regulation directly affects the personnel and structure that the Generalitat deploys abroad, an area with its own competencies and a stable presence before European institutions. The process opens a short window —fifteen business days— for entities, experts, and citizens to influence the text before its approval, such that the contributions received may modify the final content of the regulation.
