The Government tenders external support for budgetary control via the urgent procedure

Por FactBox Admin

El Govern licita per la via urgent el suport extern al control pressupostari

The Government of Andorra has called for an international public tender, through a framework agreement, to contract service provision works to support the budgetary control held by the General Intervention. The Government agreement was adopted on October 28, 2026, and the edict making it public was published in BOPA no. 125, on November 4, 2026, in the tenders and auctions section. Offers must be submitted no later than 5:00 PM on November 25, 2026.

The file, identified by number 34768496 - 260130925, is managed by the Ministry of Finance through the Department of General Intervention, and the object of the contract is located in the Principality of Andorra. The regulatory framework in which the action is framed is the General Law of Public Finance, of December 19, 1996, and its subsequent modifications, as well as the Regulating Regulation of the General Intervention and the exercise of budgetary control, of April 3, 2019, according to the references that the Department habitually invokes in its edicts.

The tender is thus replaced by a recurring contracting instrument: a framework agreement that sets the conditions to which the derived contracts for technical services must adjust, which allows the Government to have a stable umbrella for support assignments without having to repeat the full procedure every time.

An international tender with urgent processing

The edict details the characteristics of the contract, which combine openness to foreign operators with maximum administrative speed:

  • Award form: international tender.
  • Procedure: open.
  • Contracting modality: urgent.
  • Technical rationalization of contracting: framework agreement.
  • Location of provision: Principality of Andorra.

The combination of an open procedure with the urgent modality implies that any company meeting the requirements of the specifications may compete, but with shortened deadlines compared to an ordinary tender. The profile of the work —support for budgetary control— points to auditing, consulting, and financial advisory firms as the natural targets of the tender.

From November 25 to 27: the calendar

The deadlines set in the edict are as follows:

  • Deadline for submission of offers: November 25, 2026, at 5:00 PM.
  • Opening of offers: November 27, 2026, at 10:00 AM.
  • Place of submission: Public sector contracting platform, via the link indicated in the specifications.
  • Place of opening: electronic, via the same platform; the contracting body will notify the link to the persons who have submitted an offer.

The opening is not a private act: persons interested in attending as the public must request it in advance from the contracting body.

Specifications, inquiries, and appeal process

The regulatory documentation can be obtained from the Public Sector Procurement Platform, at the address contractacio.govern.ad/SLE_Internet/. For complementary information, the Department of General Intervention provides the telephone number +376 875700.

An administrative appeal against the specifications may be filed before the Government within one month from the notification of the act subject to appeal, according to article 129 of Law 14/2023, of July 3, consolidated text of the Administrative Code. In accordance with articles 52 and 135 of the same Code, the filing of the appeal does not suspend the execution of the contested act. The edict is signed by the Head of Government, Xavier Espot Zamora, in Andorra la Vella, on October 28, 2026.

Why it is relevant

The tender is of direct interest to the auditing and consulting sector of the country and its surroundings, as it opens the door to a recurring services contract in a sensitive function such as the control of public expenditure. The coincidence in the same bulletin issue with other Government procurement decisions —including the declaration of two void tenders, for nursing materials for the Penitentiary Center and for reagents for the Central Public Health Laboratory— depicts a week of high administrative activity regarding public procurement.
