El Govern convoca 31 places d'habitatge d'emancipació per a joves tutelats

The Minister of Families, Social Welfare and Dependency Care, Sandra Fernández Herranz, has called for the concerted action for the provision of technical support services for emancipation housing for young people aged 18 to 25 who have been subject to protection measures, for the years 2026-2028. The call is published in the Official Gazette of the Balearic Islands (BOIB) no. 128, of October 10, 2026, section III, page 55009, by means of resolution no. 10158, electronically signed on October 6, 2026. The procedure provides for a maximum of 31 places and an estimated amount of 1,033,168.66 euros.

The file began on August 18, 2026, when the Director General of Families, Childhood, Youth, Diversity and Equality issued the justifying report on the need to contract these places. The following day, August 19, 2026, the Minister resolved to initiate the contracting process under the modality of technical support for housing. The call is framed within Law 12/2018, of November 15, on Services to People in the Social Field, and Decree 48/2017, of October 27, on social contracts, and the service is included in point 2.5.1 (modality D) of the Basic Portfolio of Social Services 2023-2027 approved by Decree 32/2023.

Deadlines, requirements and processing

Interested entities have ten business days, counting from the day after publication in the BOIB, to submit the application, which must be formalized electronically at the Electronic Office of the Autonomous Community. The instructing body is the Directorate General of Families, Childhood, Youth, Diversity and Equality.

The requirements demanded of the entities are:

  • To have the service accredited in accordance with Decree 40/2017, of August 25, and Decree 10/2013, of February 28.
  • To prove a minimum experience of six months in the care of the target group of young people.
  • To have the status of a third-sector social entity, according to article 5.1 of Law 12/2018.

The procedure must be resolved within a period of three months from the submission of the application to the competent body; if no express resolution is issued, the application is understood to be rejected. The contracts will be formalized through a concerted action agreement, which must also be published in the BOIB.

Places and territorial distribution

The forecast is 31 places: 16 in the territorial area of the island of Mallorca and 15 on the island of Ibiza. The Administration makes eight dwellings available to the entities:

Budget, validity and appeals

The maximum estimated amount to be allocated is 1,033,168.66 euros, VAT exempt, distributed among the annual periods of 2026, 2027 and 2028, as a guideline and non-binding. The stipulated cost per place and month is as follows:

  • Mallorca: €855.92 in 2026, €909.71 in 2027 and €944.55 in 2028.
  • Ibiza: €892.99 in 2026, €948.29 in 2027 and €984.70 in 2028.

Additionally, a maximum monthly supplement of 450.00 euros per place is foreseen so that entities can offer specific support in covering basic needs during the emancipation process. The validity of the concerted action runs from November 1, 2026, or from the formalization of the contract if it is later, until October 31, 2028, with the possibility of renewal.

Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the counselor within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of the Balearic Islands within two months.

The call continues the deployment of social contracts regarding emancipation and establishes for the first time a multi-annual framework 2026-2028 with specific housing and economic modules for Mallorca and Ibiza. For young people leaving the protection system, access to housing with technical support is the key piece to avoid situations of helplessness upon reaching the age of majority.
