El Franco tenders three commercial premises in the town hall of A Caridá

The El Franco City Council has opened the bidding process for the administrative concession for the private use of the public domain of the commercial premises located on the ground floor of the town hall building, situated in A Caridá. The call is published in the Official Gazette of the Principality of Asturias (BOPA) number 176, dated September 11, 2026, and is processed through an open procedure and ordinary processing.

The tender was approved by Mayor’s Resolution number 365, dated September 2, 2026, which also gave the green light to the Particular Administrative Clauses Specifications that will govern the competition. The specifications are open to the public for thirty calendar days, during which interested parties may file claims; the bidding process will be postponed if allegations are made against the approved conditions.

Three lots for commercial and service uses

The object of the contract consists of three independent premises, each with its own lot, minimum fee, and useful area. All allow for activities such as crafts, bookstores, digital service centers, groceries, cafeterias, bars and cafes, or other compatible uses:

• Lot 1 — PREMISES 2: 38.45 m² useful area, minimum fee of €2,729.95/year.
• Lot 2 — PREMISES 3: 72.80 m² useful area, minimum fee of €5,168.80/year.
• Lot 3 — PREMISES 5: 41.50 m² useful area, minimum fee of €2,946.50/year.

The concession fee will be the result of the most advantageous offer, starting from the base tender budget, which can be improved upwards, with a reference price of 71 euros per square meter per year for the three lots.

Term, guarantees, and award criteria

The concession is granted for a term of 12 years, extendable for another 3, up to a maximum of 15 years. The selection criteria are various and are detailed in the administrative clauses specifications. The successful bidders must provide a definitive guarantee of 3% of the amount, excluding VAT, of the offer corresponding to each lot, calculated on the concession fee for the 12 years.

Proposals may be submitted to the El Franco City Council, at Plaza de España, 3, 33750 A Caridá, until 2:00 PM on the last day of a period of thirty calendar days counted from the insertion of the announcement in the BOPA, extending to the next business day if the deadline coincides with a non-working day. The opening of offers will be held in the City Council Session Hall, as provided in the specifications.
