El Espinar incoa el expediente de ruina del Convento de Santa Isabel

The City Council of El Espinar (Segovia) has initiated the procedure to declare the buildings of the Convent of Santa Isabel as ruined, a complex protected as a Property of Cultural Interest with the category of Monument. The initiation was agreed upon through Mayoral Decree 2651/2026, dated October 13, and is published in the Official Gazette of Castilla y León (BOCYL) no. 204, dated October 21, 2026, on page 173. The announcement subjects the file to public information for two months so that allegations may be presented.

The municipal resolution is based on articles 325 and following of Decree 22/2004, of January 29, which approves the Urban Planning Regulations of Castilla y León, and is adopted “considering the background and technical reports contained in the file.” The City Council further emphasizes the property’s status as a Property of Cultural Interest with the category of Monument, a factor that conditions any intervention on the complex.

The file is processed under number 6856/2026 and affects three properties in the urban center of El Espinar:

  • Calle Convento no. 3, 5, and 9, with access to Calle Arquitecto Aranguren no. 1 and 3.
  • Cadastral reference 4783904UL9048S0001LP.
  • Cadastral reference 4783903UL9048S0001PP.
  • Cadastral reference 4783902UL9048S0001QP.

Two months to examine and allege

In compliance with article 326.1 of the aforementioned regulation, the public information period extends for two months starting from the day following the publication of the announcement in the BOCYL. During this period, the file may be examined and any allegations, suggestions, and documents deemed appropriate may be submitted.

The channels enabled by the City Council of El Espinar are:

  • In-person consultation at the Urban Planning Section, calle Bruno Ortega no. 6 in El Espinar, Monday to Friday, from 9 a.m. to 2 p.m.
  • Electronic consultation at the website elespinar.sedelectronica.es, where the documentation can be reviewed along with the technical and legal reports.
  • Submission of writings at the General Document Registry, plaza de la Constitución no. 1 in El Espinar, from 9 a.m. to 2 p.m. Monday to Friday, or through the electronic office.
  • Information and contact: telephone 921.18.17.26 and email oficinaurbanismo@aytoelespinar.com.

A protected complex in the center of the municipality

The announcement is framed within section III of the gazette, Local Administration, section C.2 of Other Official Announcements, and was signed in El Espinar on October 16, 2026, by the mayor, Javier Figueredo Soto. The text is limited to the initiation of the file and the opening of the public information process, without anticipating the nature of the resolution that will end the procedure.

The processing affects a set with express heritage protection, located on urban land and distributed across three independent cadastral references, which necessitates an assessment of the state of conservation of each of the properties.

The decision has a direct impact on the neighbors and owners in the vicinity of Convento Street and on the conservation of the historical heritage of El Espinar: the opening of the two-month period is the only planned window for individuals and groups to provide documentation before the City Council resolves the future of a building declared a Monument.
