El Espinar approves new public sports, cultural, and leisure prices

The Plenary Session of the El Espinar City Council, in an ordinary session held on September 2, 2026, approved the regulatory agreement for the public price for the provision of municipal services and activities of a sporting, cultural, and leisure nature. The full text is published in the Official Gazette of the Province of Segovia number 110, dated September 14, 2026 (reference RE-14545), and will enter into force the day following its complete publication.

The regulation is issued under articles 41 to 47 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and replaces the previous fiscal ordinance regulating public prices of a sporting, cultural, and leisure nature, which is hereby repealed. The agreement, signed by Mayor Javier Figueredo Soto on September 9, 2026, classifies those obligated to pay into four categories: private users, for-profit entities and users, non-profit entities, and public administrations.

Sports Facility Rates

Title I of the agreement sets the prices for the use of municipal sports facilities, with differentiated rates depending on whether artificial lighting is used.

• Municipal sports centers: private users, €25/hour without light and €30/hour with light; for-profit entities, €130/hour and €140/hour; non-profit entities, €45/hour and €55/hour; full day, €450 and €600.
• Football fields (Campo de los Llanos and Campo de los Pinos): full field for private users and non-profit entities, €120/hour without light and €150/hour with light; for-profit, €220/hour and €250/hour; full day, €900 and €1,000.
• Padel, tennis, and fronton courts: private users, €6/hour without light and €9/hour with light; non-profit, €10 and €15; for-profit, €25 and €40. Private use of tennis and fronton shall be free of charge.
• Climbing facilities: climbing wall and bouldering, €4/person/hour; full commercial use, €25/hour.
• Gyms in cultural centers: €10/hour for private users and non-profit entities; €20/hour for for-profit entities.

Prices for Cultural Spaces and Youth Centers

Title II regulates municipal cultural facilities, which include cultural centers, youth centers, libraries, and spaces of analogous use.

• Cultural centers: assembly hall, €15/hour (individuals and non-profit) and €40/hour (for-profit); multipurpose rooms, €8 and €20; entire center, €60 and €100; additional use of the projector, €10/hour.
• Youth centers: assembly hall, €15/hour and €40/hour; multipurpose rooms, €8 and €20; meeting room, €12 and €30; complete computer room, €25 and €50; celebration hall for a full day, €150 (individuals and non-profit) and €250 (for-profit), and for a half day, €100 and €200.

Sports, cultural, and leisure activities

Title III sets the prices for municipal services and activities. Sports schools, intended for minors between 5 and 18 years old, and social sports for adults are priced at €40 per course, with a maximum of two simultaneous modalities. Sports activities that do not require special needs are set at €40 per activity.

In the sociocultural field, guided visits and routes are priced at €100 per group of up to 20 people and €4 per person from 21 onwards. The Local Government Board, by delegation of the Plenary, will approve the prices of services, workshops, and programs not expressly regulated, as well as those for events during the festivals of the various nuclei of the municipality.

Deposits, exemptions, and payment regime

The agreement contemplates the possibility of requiring a deposit of between 50 and 500 euros to guarantee against damages or extraordinary cleaning, and establishes exemptions for uses organized directly by the City Council and, totally or partially, for non-profit entities when reasons of public, social, cultural, or sporting interest concur. The Plenary Hall, the Gonzalo Menéndez Pidal Theater Auditorium, and the Bullring are excluded from the scope of application, as they are governed by their own regulations. The rates do not include VAT, which will be charged where applicable.

The agreement concludes the administrative route; interested parties may file a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León within two months from the day following its publication. With this regulation, the municipality unifies and updates the prices of its facilities and activities, with a differentiated regime that favors residents and non-profit entities over for-profit uses.
